Minister for Investments and Development, Zhenis Kassymbek, reported that in 2017 within the framework of the Nurly Zhol State Program of Infrastructure Development, the construction of the second tracks on the Almaty-Shu section was completed, the first phase of the automobile ferry complex with a capacity of 4 million tons was launched in the seaport of Kuryk .
In addition, the construction of a new passenger terminal of the Airport after Nursultan Nazarbayev was completed in Astana, a new railway station Nurly Zhol was put into operation.
At the end of the year, within the framework of seven rolling projects, traffic on 603 km of highways of national importance was opened.
Road-building works covered 4.4 thousand km of highways of national importance. A total of 75 thousand people were involved in the implementation of projects, and the share of road construction materials of domestic production was 93%.
"In 2018, 23 road projects will be implemented, of which 22 projects are rolling, of which 10 projects are realized through loans from International Financial Institutions," Minister Zhenis Kassymbek reported.
In general, the implementation of ten projects with a total length of 2900 km will continue at the expense of the loans.
At the end of the current year, it is planned to open traffic on 528 km.
At the same time, within the framework of the President's Address on increasing the financing of repairing and reconstructing the roads of the local network to improve intraregional mobility and in order to increase the Road Quality index of the GCI WEF, the Ministry for Investments and Development, together with the akimats of the regions, worked out a set of measures to improve technical state roads of regional and district importance.
"In the current year, 60 billion tenge will be additionally allocated on a parity basis from the republican and local budgets with bringing the volume of financing to 150 billion tenge," Zhenis Kassymbek said.
These measures will cover over 4000 km of repair work and by 2025 improve the condition of the local network in a good and satisfactory condition to 85% (today 66% in good and satisfactory condition).
Along with this, special attention is paid to the development of road service facilities. According to the Minister for Investments and Development, to date, according to the results of the inventory, the number of service facilities is 1859 units.
"Last year, regional working groups were created to bring the objects of service in line with the National Standard and support for SMEs. A plan of measures for the development of service facilities was developed and approved. As a result of 2017, 113 existing facilities were modernized and 21 new facilities were built," Zhenis Kassymbek informed.
In general, in 2017 the number of objects corresponding to the National Standard increased by 135 units. Also, two pavilions of the modular service KazWay were installed.
In 2018, it is planned to build 36 facilities and modernize 200 objects. In general, according to the results of 2018, it is planned to bring the total quantity corresponding to the National Standard to 818 units or 44% of the total number of road service facilities. Also work is underway to include information about the service objects in the digital map IRU Transpark, Google Maps, Yandex Maps.
In the field of civil aviation, in order to ensure the attractiveness of air transport, modernization of the land infrastructure of Kazakhstan airports continues.
In 2017, the construction of a new passenger terminal of the capital’s airport was completed, as well as the reconstruction of one of the operating airstrips of the Almaty airport. In 2018, the reconstruction of the runway of the airport of Semey will be completed and the reconstruction of the airport runway in Kostanay has begun.
In the sphere of modernization of the systems of heat, water and sanitation networks, budgetary lending and subsidizing mechanisms are being implemented to reduce the burden on the budget. By the end of 2018 it is planned to reduce the depreciation of networks from 60% to 57% due to the construction and reconstruction of about 800 km of engineering networks for heat, water and sanitation.
In conclusion, Zhenis Kassymbek noted that all the planned infrastructure projects under the Nurly Zhol program are being implemented in a timely manner and are the main tasks of the ministry.

The Prime Minister Bakytzhan Sagintayev noted on the results of consideration of the issue that the implementation of the Nurly Zhol state program is under special control of the Head of State. Ministries and akimats should make every effort to timely and qualitatively achieve the target indicators. The results of the program will be considered at the Government meeting in the third quarter of this year.
