Bakytzhan Sagintayev instructs to establish order in drug demand planning

July 17 at the meeting of the Government, the implementation of the Densaulyq State Health Development Program for 2016-2019 for the first half year was reviewed.

Following the hearing of the reports of the minister of healthcare and akims of some regions, Prime Minister Bakytzhan Sagintayev noted that there is a progress in the work on the Densaulyq Program. At the same time, a number of specific instructions were given to modernize the health care system further.

The Prime Minister drew attention to the question of the expedient purchase of medicines. It is necessary to know the exact number of necessary medicines and not to spend extra money. In this regard, the Ministry of Healthcare is charged with establishing order in drug demand planning.

Akims of the regions were instructed to take the necessary measures to deregulate the health care system. The Head of State spoke about this in his Address "New Opportunities Under the Fourth Industrial Revolution." As the Prime Minister noted, over the past five years in some regions of Kazakhstan, no medical facility has been built by private entrepreneurs, and consequently no jobs have been created.

It was also noted that akims of the regions should reconsider their work in terms of public-private partnership. It is necessary to attract private investments independently, to develop the partnership in the regions.

Bakytzhan Sagintayev noted that it is necessary to pay special attention to the issues of obtaining quotas for treatment abroad. Minister of Healthcare Yelzhan Birtanov was entrusted with improving the procedure for obtaining quotas and increasing transparency.

In conclusion, the Prime Minister recalled that the effective implementation of Compulsory Social Health Insurance is under special control. Birtanov was instructed to report on the results of the introduction of Compulsory Social Health Insurance.
