Chairman of the Internal State Audit Committee of the Ministry of Finance Azamat Akhmetov spoke in an exclusive interview with PrimeMinister.kz about measures taken to improve the efficiency of in-house control in the state audit system.
According to him, the in-house audit (early check) as a new type of control allows to check and correct the violation remotely in a timely manner.
“Today we have a very well-developed state procurement e-portal, where the committee’s employees can inspect remotely through the public procurement web portal through in-house control and promptly take appropriate measures,” he said.
As Akhmetov emphasized, this measure shows the effectiveness and timeliness of elimination of violations.
“An employee of the committee, sitting at his place of work, can remotely use the information system of electronic public procurement when violations are detected, send a notification to the public procurement organizer. In turn, the organizer, by eliminating the violation timely, can free himself from administrative punishment, thanks to the rules of in-house control, the legal literacy of the organizers of public procurement has been increased,” the chairman explained.
Thus, the proportion of violations for 3 years decreased from 19% to 5%. If earlier every fifth purchase was in violation, then the measures taken disciplined budget organizations four times.
At the same time, automated cameral control compared with 2015 allowed us to increase the coverage of public procurement procedures by five times.
“For 2.5 months 2019, more than 350 thousand state procurement procedures were covered, when for the entire 2018 year 510 thousand procurements were covered,” he added.
