Al-Farabi Kazakh National University, Gumilyov Eurasian National University, Kazakh National Women's Pedagogical University, Seifullin Kazakh Agrotechnical University, Ospanov West Kazakhstan State Medical University became the leaders in the National Rating of Demand for High Schools of the Republic of Kazakhstan – 2019.

Rating studies conducted annually by the Independent Accreditation and Rating Agency (IAAR / IAAR) are aimed at achieving the main objective of universities — improving the quality of training and graduates' competitiveness and increasing the export potential of educational services.

As noted by the expert of the first category of the IAAR, Doctor of Science, Professor Shunkeyev, project leader of the rating research of the IAAR Guliyash Niyazova, when conducting the rating in 2019, the Independent Agency for Accreditation and Rating improved the methodology of the digital program for university ranking. The digital technology of ranking includes separate elements of Webometrics, which makes it possible to give an objective and transparent assessment, and, accordingly, such information has the confidence of stakeholders and the academic community.

Thus, the digital technology for ranking universities allows to automatically generate a final report on 456 educational programs, both in levels (undergraduate – 165, magistracy – 159 and doctoral – 132), and in all 13 areas of training (education, humanities, law , art, social sciences, economics and business, natural sciences, technical sciences and technology, agricultural sciences, services, military and security, healthcare and social security, veterinary medicine, computer technology).

The main rating of universities of the Republic of Kazakhstan, top 20, is determined by the total score gained in all areas and levels (bachelor's, master's and doctoral) educational programs.

In the National Ranking of the Demand for Universities – 2019, 87 universities of the country took part. At the same time, obtaining and processing relevant and, most importantly, reliable data required for the study caused a particular difficulty in conducting the ranking. Therefore, in connection with the submission of incorrect information, 28 universities were rejected. Thus, the Rating includes 59 universities that have fulfilled all the requirements for participation in the rankings: 8 national universities, 21 state, 10 public and 20 private.

It should be noted that the basis of the methodology for ranking universities put the main criteria:

First, information on institutional and specialized accreditation by level of preparation: bachelor's degree — master's degree — doctoral studies.

Second, the employment of graduates and their relevance in the labor market.

Third, the level of development of human resources.

Fourth, the internationalization of education and the development of academic mobility.

Fifth, the scientific publication activity of teachers, undergraduates and doctoral students, which is a reflection of the effective scientific activity and potential of a higher educational institution.

Thus, the annual monitoring of higher education institutions conducted by the IAAR contributes to the educational organizations of the republic to ensure and improve the quality of educational services and to further enter the international level of education.

The ranking of universities is based on adherence to the Berlin principles such as transparency, objectivity, verifiability and availability of information sources, recognized by the IREG Observatory and is among the well-known technologies for determining the ratings of higher educational institutions. The main advantage of the ranking of the IAAR is the objectivity of the indicators that best reflect the activities of the university in the qualitative training of specialists, which are analyzed in a computer program from the database of republican and international information resources where their paper maintenance is not required.
