It is planned to provide employment to 1 million 220 thousand people in 2020 — Ministry of Labor and Social Protection of the Population

At the government conference call chaired by Prime Minister Askar Mamin, the implementation of the Employment Roadmap was discussed. Minister of Labor and Social Protection of the Population Birzhan Nurymbetov reported on the current situation in the country.

According to the minister, the coronavirus pandemic has had a negative impact on the economy and the labor market. In this regard, one of the important measures taken by the Government is the new Employment Roadmap.

“The main conditions of the program are that at least 90% of the providers of services and building materials used should be domestic producers and contractors, at least 50% of the created jobs should be involved through employment centers taking into account unemployment, especially unemployed youth,” said Nurymbetov.

In general, in the framework of the Employment Roadmap, akims presented 6,506 projects. Of these, 2,703 are social infrastructure projects, 1,039 are housing projects, 1,799 are engineering transport infrastructure and 695 are urban improvement projects.

In total, 255 thousand jobs will be created as part of the implementation of these projects. The implemented projects contribute to the further creation of over 100 thousand permanent jobs in various sectors of the economy.

“The projects selected on the roadmap, along with temporary employment, contribute to the solution of socially significant problems, the further economic effect, the development of related industries, the creation of permanent jobs,” said the minister.

At the same time, as part of the roadmap, 80 new educational institutions will be built. In turn, this will solve the problem of emergency and three-shift schools, provide access to education for children in the countryside, create 7 thousand new jobs for teachers. New family medical outpatient clinics contribute to improving the health of the population in rural areas, improving the health insurance system, and ensuring sustainable employment of specialist doctors in rural areas.

In addition, in several areas, the reconstruction of existing irrigated complexes will increase the area of irrigated lands and expand the population’s ability to engage in agriculture and animal husbandry. According to the report, these projects will contribute to the creation of 77 thousand permanent jobs in related industries.

“Of all 6,506 projects, 2,410 projects are being implemented at the expense of funds provided from the republican budget. On May 1, tenders for public procurement were completed, contractors were identified for 1,779 projects (or 73.8%),” Nurymbetov said.

In this direction, Zhambyl, East Kazakhstan, Pavlodar, Karaganda, Almaty, Turkistan regions are ahead of others. In some regions, work has started on 1,265 projects, more than 17 thousand jobs were created, 10,332 employees were hired.

The Ministry of Labor and Social Protection of the Population has developed a mechanism for monitoring the implementation of the roadmap. Records are kept for each region, city, district and village, for each project its “passport” is developed. In the “passport,”starting with the name of the project, its purpose, the final planned achievement indicator, the deadline, information about the contractor, the number of jobs created, the amount of wages accepted through the employment center are calculated.

Given the potential of all today's programs, in 2020 there is an opportunity to attract 1 million 220 thousand people to employment.
