Over 4 thousand Kazakhstanis provided with free medicines — SK-Pharmacy LLP

The epidemiological situation in the country was considered at a government conference call chaired by the Prime Minister Askar Mamin. Chair of the Board of SK-Pharmacy LLP Yerkhat Iskaliev reported on drug provision in the Republic.

First, since the pandemic, the regions have declared an additional need for drugs for COVID-19 in the amount of 16.6 billion tenge. Since July 22, 2020, the Single Distributor made a decision to form a monthly stock in all medical organizations (infectious and dispensary centers) in the Republic of Kazakhstan, which is promptly replenished due to the purchased additional volume of drugs and medical devices.

This measure made it possible to cover the urgent additional need of medical organizations, saturate hospitals with drugs for COVID-19, and create reserves in hospitals.

Second, the list of drugs at the outpatient level has been expanded, thus the COVID-19 nosology has been introduced, which includes five types of drugs. Patients diagnosed with COVID-19 with a mild course of the disease, regardless of the results of the PCR test, will be able to receive antipyretics and anticoagulants in their clinics at the place of attachment as prescribed by the attending physician.

Provision of the population within the framework of the guaranteed volume of medical care began in mid-August 2020 after the release of the order of the Ministry of Healthcare. According to the application of medical organizations, it is planned to cover about 1 million people in the amount of about 2 billion tenge.

As of Sep. 29, 2020, more than 4 thousand Kazakhstanis were provided with free prescriptions for about 55 million tenge.

“Third, the seasonal flu vaccine. The single distributor purchased the vaccine under the trade name Grippol Plus produced by Petrovax Pharm, Russia in the amount of 2,199,990 doses. The volume was shipped to the Regional Health Administration. Vaccination of the population began on Sep. 15, 2020. It is in full swing,’’ said Yerkhat Iskaliev.

Fourth, the formation of a two-month supply of drugs for COVID-19 (irreducible stock).

A single distributor purchases 44 items of scarce and demanded drugs for COVID-19 in the amount of 8.2 billion tenge to treat about 60,000 patients in hospitals per month.

The volume of the irreducible stock is purchased outside the applications according to the forecast of the Ministry of Health of the Republic of Kazakhstan for the formation of an airbag in the event of the second wave of KVI. The volume of a two-month supply of COVID-19 drugs will be stored at the HUBs of the Single Distributor.

As of Sep. 29, 2020, 37 items of drugs were purchased for more than 6 billion tenge. Thus, the creation of a reserve is planned for the period from Aug. 28 to Oct. 15, 2020.

Fifth, the purchase of medical three-layer masks for intervention in the retail network.

“On Sep. 18, 2020, 10 million medical masks were purchased from 8 suppliers, one supplier was rejected due to being in the Register of unfair procurement participants. All suppliers have been paid a 30% advance. In the near future, delivery to the hubs of SK-Pharmacy LLP will be carried out according to delivery schedules until Oct. 10, 2020,’’ said the chair of the Board of SK-Pharmacy LLP.

Sixth, the purchase of medicines for intervention in the retail network.

According to Resolution No. 468, SK-Pharmacy LLP can purchase drugs in bulk for subsequent sale in the retail network.

On Sep. 14, 2020, the Intergovernmental Council for preventing the spread of coronavirus infection was entrusted to the akims of the regions, Nur-Sultan, Almaty and Shymkent until Sep. 15, 2020, to submit applications to SK-Pharmacy LLP for medicines purchased for retail sale in accordance with the established procedure.

Regions submitted applications on the Information System’s portal in the amount of 3.1 billion tenge. To date, all preparatory work has been completed. Procurement procedures have started. The stock will be formed in the warehouses of the unit until Oct. 15, 2020.
