Today, during the press conference in the Government of the Republic of Kazakhstan, akim of Kyzylorda region Krymbek Kusherbayev presented a report on the development of the region and the fulfillment of the instructions of the Head of State within the framework of the Address “Third Modernization of Kazakhstan: Global Competitiveness”.
Krymbek Kusherbayev noted that the program of industrial-innovative development gave a big impetus to the development of the region's economy, as a result, 20 projects were implemented in the region, 16 of which have already reached full production capacity. At the same time, the volume of exported goods by the SPIID enterprises increased by 23% over the past year, and the number of importing countries increased from 8 to 11.
Large industrial projects such as a glass factory, a cement plant and others will start working in the region next year. Also, the Turkish group of companies Yıldızlar SSS Holding decided to start construction in Kyzylorda region at the end of the year of a factory for the production of ceramic plates and porcelain stoneware and a gas-piston power station. The plant for the production of ceramic plates will become the largest producer of this product in Kazakhstan, and the commissioning of the power plant in 2018 will increase the reliability of electricity supply and will promote the development of industry in the region.
In addition, work continues on the implementation of the project to build a ferroalloy plant in Kyzylorda, as well as a plant for the production of soda ash, which will cover 75% of the country's demand. Thus, it was noted that today in three districts of the region: Aral, Zhanakorgan and Shiely, the basis for the development of chemical and mining and metallurgical clusters is being created.
Krymbek Kusherbayev noted that for all the other indicators that characterize the pace of development of the region, positive dynamics has been achieved. For example, since 2013 the increase of production in the manufacturing industry reached 30%. At the same time, the share of the manufacturing sector in the GRP structure has tripled over the past four years, and the number of employees in this sector has grown by 58% over the past two years.
At the same time, akim of the region dwelled on issues of agricultural development in the region. Thus, according to Krymbek Kusherbayev, as a result of the successfully implemented program of crop diversification in the region, over the past three years, sowing of fodder, oilseeds and grain crops has been increased by more than 6 thousand hectares. The development of potato, vegetable and melon production on an industrial basis has begun. At the same time, the gross harvest of rice due to increased yields of varieties over these years has increased by more than 20%. This year, for the first time in the region's history, more than 500 thousand tons of rice have been harvested.
Also in the region, active work is carried out to expand the markets for agricultural products: negotiations were held on the supply of rice to China, Turkey and Iran, for the first time in many years the export of melons has been resumed - this year its volume has increased eight-fold. In general, only in the last year agricultural exports in the region increased by more than 48%, including the export of rice - by 53%. To further increase meat exports in the region, projects are underway to build two meat processing plants: "Syr Marzhany" and "Shagan Zher". The poultry industry is also reviving – construction of a poultry farm began in Karmakshy district, which will be put into operation in 2018.
As for the construction, according to the akim of the region, there is a stable growth trend in terms of the amount of housing being introduced. For the first nine months of this year, 467 thousand square meters have been commissioned. In recent years, active work has been carried out on the development of engineering infrastructure and the preparation of areas for individual housing construction (IHC). In less than three years almost 20 600 land plots for IHC in the region were provided with engineering infrastructure.
Within the framework of PPP development, work on a number of projects in the field of vocational education, health care and transport infrastructure continues (today there are 29 projects worth more than 22 billion tenge).
Together with the EBRD, projects are underway to modernize the passenger transportation system, as well as heat, water and power supply systems of the regional center.
