Alikhan Smailov criticizes government agencies for being slow in cancelling unreasonable business requirements

Prime Minister Alikhan Smailov held a meeting on the introduction of regulation "from scratch" in business activities, as well as automation of areas of state control and supervision.

Minister of National Economy Alibek Kuantyrov noted that as of today the analysis of regulatory acts in the spheres of transport, trade, public catering, accommodation services, real estate operations, mining industry, computer programming, consumer protection, information and communication is completed.

As a result, over 22 thousand requirements were identified, of which about 3.8 thousand (17%) do not meet the basic conditions of the new regulatory policy, so they will be canceled or revised.

The analysis of seven more areas in the first phase of this work continues. It concerns agriculture, warehousing, pipeline transport, construction, repair of cars and motorcycles, migration, copyright and related rights.

The Prime Minister stressed that due to the lack of proper coordination, not all state agencies comply with the designated deadlines, and this leads to delays in the implementation of the approved plan-schedule.

"Once again I want to stress the importance of this reform. You can't push back deadlines every time, how much can we talk about this? It is necessary to remove all unreasonable requirements more quickly, so that business could breathe more freely. All the work on regulatory acts should be completed this year," Alikhan Smailov said.

The Prime Minister added that it is necessary to be very careful with the introduction of new requirements for business.

"We need to tighten control over the newly adopted regulatory requirements. If there is disagreement on some things by the Atameken National Chamber of Entrepreneurship, then this issue must be resolved, we can't turn a blind eye to it," Alikhan Smailov said.

At the meeting it was also noted that as part of the transition to full automation of the state control system analysis of information systems of government agencies has been completed and matrices of industry risks have been formed.

To date, the Smart Data Ukimet information and analytical system is being updated, which is planned to enter into commercial operation in mid-2023.

The Prime Minister also instructed to intensify this work and review the timing of approval of the necessary data by government agencies in the direction of reduction.
