Parents must be sure that their children are safe – Alikhan Smailov on strengthening special measures in schools

Measures to ensure safety in educational institutions were considered at the Government session chaired by Prime Minister Alikhan Smailov.

The Minister of Education Gani Beisembayev reported that compared to 2020 in the republic 2.5 times increased the number of educational institutions provided with video surveillance systems, 7 times increased the number of licensed guards and 21 times increased the number of alarm buttons. Work in these directions continues.

At the same time, to improve the system of child security it is planned to increase personal responsibility of the heads of educational organizations, determine the order of access regime in them, reformat educational work with an emphasis on forming skills of safe behavior in crisis situations, and include a new module in the program of training and retraining of teachers.

According to Minister of Internal Affairs Marat Akhmetzhanov, the country approved the Instruction on anti-terrorist protection of educational facilities. Within its frameworks institutions with up to 300 pupils should have systems of video surveillance and warning; institutions with up to 700 pupils should have video cameras connected to operative control centers and install alarm buttons; organizations with more than 700 pupils and all schools in regional centers should have a contract with a licensed security service and turnstiles. For today jointly with the Ministry of Emergency Situations of the Republic of Kazakhstan a comprehensive inspection of all educational organizations is carried out.

Akims of North Kazakhstan region Aidarbek Saparov, of Aktobe region Yeraly Tugzhanov and of Abay region Nurlan Urankhaev made reports on measures realized in regions.

Having heard the speakers, the Prime Minister stressed that ensuring the safety of children is one of the priority tasks of the state.

"Parents must be sure that their children are in a safe and favorable environment during their education," Alikhan Smailov said.

According to him, comprehensive measures of normative and organizational nature are being taken in this direction. For instance, a draft comprehensive plan on child protection has been worked out by the instruction of the head of the state. Requirements to equip educational organizations with alarm buttons and video surveillance systems, to connect them to police stations and to provide them with licensed security were tightened.

"Monitoring of compliance with security requirements in educational organizations should be permanent," Prime Minister pointed out.

At the same time, he added that in the regions there are still a number of problematic issues. For example, among schools with installed video surveillance there is recorded a technical inadequacy of cameras for such work. About 1,100 schools in the country are not connected to the Centralized Control Room of the police. The access regime is not fully respected.

"In Turkestan and North Kazakhstan regions, schools do not have licensed security guards. Security companies also often employ untrained people. All of these issues must be resolved quickly, since we are talking about the safety of our children," Alikhan Smailov said.

In this connection, the Head of Government noted the need to complete the equipping of schools with appropriate security systems by April 1 of this year.

"It relates to video surveillance with access to operational police control centers, provision of specialized security and alarm buttons," he listed.

In addition, Prime Minister instructed to submit to the Government within three days a finalized draft of the comprehensive plan for the protection of children, which should also include measures to improve the algorithm of interagency cooperation between the authorized bodies.
