The working trip of the Prime Minister Bakytzhan Sagintayev to Kostanay region ended with a meeting with the region's activists and businesspersons on the implementation of the President's Address "New Opportunities Under the Fourth Industrial Revolution."
At the meeting, issues of technological modernization, digitalization, further diversification of the economy, personnel training, management of labor resources and business development in the region were considered.
Bakytzhan Sagintayev specially focused on the Law on Improving Regulation of Entrepreneurship, signed by the Head of State. The government carried out a lot of preparatory work. The law makes more than a thousand amendments to the current legislation. This is the sixth package of amendments on simplification of doing business since 2014.
The law is aimed at reforming the state control and supervisory activities, improving the regulation of information tools and the regulatory impact analysis mechanism, reforming the mandatory services provided by natural monopoly entities and a quasi-public sector, as well as excluding rules that impede competition. In addition, the bill provides for measures to reduce front-line business costs and improve Kazakhstan's position in the Doing Business ranking.
Large-scale industrial and agricultural productions are concentrated in Kostanay region. In this regard, the successful implementation of the State Program for the Development of the Agro-Industrial Complex, to which the Government has made adjustments, is of great importance. The Prime Minister drew the attention of those present to the issue of agricultural processing.
As Bakytzhan Sagintayev noted, all programs initiated by the President and adopted by the Government are being successfully implemented in the region. To date, with the state support, along with agricultural, the engineering and processing industries are developing. In the region, much work is being done to implement the Five Social Initiatives, in particular, the Prime Minister noted fruitful work in the construction sector.
Akim of Kostanay region, A.Muhkambetov, reported on the socio-economic development of the region in the context of the implementation of the instructions of the Head of State and state and regional sectoral programs. According to the head of the region, as a growth reserve in the coming years, the region plans to implement 40 investment projects for 1.2 trillion tenge with the creation of more than 6000 jobs.
The implementation of the planned activities and initiatives from the beginning of the year allowed attracting 44.6 billion tenge of investments to the region, of which almost 89% are from the own funds of businessmen.
As for the development of the social sphere, the Five Social Initiatives of the President are being implemented, the realization of housing program Nurly Zher is underway. Since the beginning of the year, 92.3 thousand m2 of housing have been commissioned with an increase of 15.5%. In total, by 2018, 297 thousand m2 of housing are planned to be built in the region, with an increase of 12.2%.
For reference: As part of the second initiative, in 2019 in the region, the tax burden for 57.2 thousand people with a salary of 63 125 tenge and less will be reduced for a total of 1.6 billion tenge.
In accordance with the third initiative to increase accessibility and quality of higher education and improve the living conditions of students, it is planned to build five and reconstruct two dormitories, which will improve the living conditions of 2700 students.
In order to increase the accessibility of higher education, in the current academic year, 34 grants for pedagogical and technical specialties were allocated. In the next school year, it is planned to issue 200 grants, 100 of which for medical specialties and 100 — for pedagogical and technical professions.
About 4,2 billion tenge is provided for the implementation of the fourth initiative to expand microcredit for the current year, which is 31% more than the amount of the previous year. More than 400 loans will be issued.
Thanks to the implementation of infrastructure projects, additional job opportunities are being created for unemployed and unproductively self-employed citizens. In the four months of the implementation of the Comprehensive Employment Promotion Plan, their number dropped to 36.2 thousand people. In addition, under the Program for the Development of Productive Employment and Mass Entrepreneurship, more than 16000 people will be employed, about 3000 citizens have been provided with free technical and vocational education.
Vice Minister of Education and Science, B. Assylova, Minister for Investments and Development, Zh. Kassymbek, made comments on the development in their directions. Minister of National Economy, T. Suleimenov, made an analysis of the economic situation in the region. Minister of Labor and Social Protection of the Population, M. Abylkassymova, reported on the situation in the labor market of the region and forthcoming tasks.
Chair of the Board of Atameken NCE, A. Myrzakhmetov, reporting on the issues of SME development and its prospects in the region, commented on the adopted Law on Improving Business Regulations.
"Yesterday I had the honor to attend the public signing of this document by the Head of State. Its importance for business, the scale of changes that it will bring, we still have to comprehend. Now there are new opportunities for SME development — just do it, pay taxes, work!" A. Myrzakhmetov concluded, and called on all entrepreneurs of the region and the country as a whole to increase business responsibility.
In the course of the discussion, the regional public and business community also made speeches. President of SSGPO JSC, B. Mukhametkaliyev, told about projects of Industry 4.0 at the enterprise and plans for employment of labor, released after the digitalization. Director General of Varvarinskoe JSC, I. Nikolishin spoke on the digitalization of production processes at the enterprise. Director of the Zhitikarin Polytechnic College, R. Shukmanov, told about training and retraining under the Program for the Development of Productive Employment and Mass Entrepreneurship.
In addition, head of the peasant farm, I.Yestayev, President of JSC Group of Companies Allur, O. Tsoy, General Director of JSC Kostanay Melkombinat, A. Miketki, expressed support for the new Law on the Improvement of Business Regulation.
"Until now, the mechanism of obtaining equipment by subjects of natural monopolies and the quasi-public sector was not entirely clear, as there were no single rules. Under the new law, there is a clear regulation of the services provided to businesses. We are grateful for this to the Head of State," said the director of LLP Repako, N. Bulatova.
Chairman of the Board of the Kazakhstan Foreign Investors’ Council Association, Head of Representative Office of the European Bank for Reconstruction and Development in Kazakhstan, Agris Preimanis, also spoke at the meeting.
Based on the results of the discussion, the Prime Minister noted that the Law on Improving the Regulation of Entrepreneurship promotes business competitiveness, and as a result — the competitiveness of the district, region, the country. These legislative changes are designed to ensure the joining the first thirty countries of the world by Kazakhstan.
It should be recalled that today, Bakytzhan Sagintayev, on behalf of the Head of State, paid a working visit to the Kostanay region. The goal was to clarify the Law on Improving the Business Regulation and to inspect the implementation of the Addresses and the Five Social Initiatives of the President. Earlier this year, B. Sagintayev has already hold working trips to Kyzylorda, South Kazakhstan, Atyrau, Karaganda regions.
