Today, during the meeting of the Government, Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev gave a number of instructions to the Cabinet of Ministers on the execution of the decrees of the Head of the State Nursultan Nazarbayev, issued at the meeting on socio-economic development of the regions and the implementation of state programs held on August 18.

As part of the tasks identified by the Head of State, Bakytzhan Sagintayev instructed the responsible state agencies and akimats to constantly control the issue of development of funds under the state program "Nurly Zhol", especially in terms of education facilities. In this regard, the Ministry of National Economy was instructed on a monthly basis to monitor the timely introduction of facilities and inform the Government.

Under the "Nurly Zher" program, the MID RK was instructed, together with the Baiterek holding company and akims of the regions, to submit a draft decision of the Government by October 1, providing for adjusting the program's mechanisms, for involving the second-tier banks more actively and increasing the efficiency of its implementation as a whole.

The MID together with the MIC is also entrusted to approve a media plan for information support of the program's mechanisms and to involve the regional akims in this work.

According to the State Program of Industrial and Innovative Development, the need to increase the efficiency of the program through the introduction of new technologies and digitalization was noted. In this regard, MID together with akimats and interested organizations is tasked to coordinate the work on the development of competitive export production.

Also, the Prime Minister of the Republic of Kazakhstan instructed the akims of the regions to carry out spot work on the launch of all idle enterprises introduced under the regional industrialization maps and to ensure the resumption of their activities by December 1.

On the development of the AIC, the Ministry of Agriculture, together with the Association of Financiers of Kazakhstan, the Atameken NCE and regional akims, was instructed to conduct a detailed analysis of the financial rehabilitation of large agro-holdings within a month and to submit relevant proposals to the Government.

In addition, the Prime Minister instructed to prepare amendments to the legislation on compulsory insurance in crop production, including through the regulation of the activities of mutual insurance societies before January 1, 2018.

Within the framework of the program for the development of productive employment and mass entrepreneurship, the Ministries of Labor, National Economy, Finance and Agriculture, together with regional akims, were instructed to make proposals to the Government on increase of regional quotas, encourage voluntary relocation from the southern regions to the northern regions and prepare the necessary calculations.

MNE and MA together with akims were also instructed to develop the coverage of the population by microcrediting, including an increase in the share of financed start-ups under the Business-Bastau project. Bakytzhan Sagintayev drew the attention of akims of the regions that within the program implementation it is necessary to pay special attention to the creation of permanent jobs for involving citizens in the pension system and in compulsory social health insurance.

As part of the National Export Strategy, MID RK, together with interested state bodies, was instructed to make concrete proposals within a month to delineate the areas of responsibility of ministries, local executive bodies and the national export company Kazakh Export in support of exporters.

In addition, the MNE together with the interested state bodies and the NCE is instructed to study and make proposals on the provision of public services for business, similar to the corporation "Government for Citizens".

The Ministries of Culture and Sports, Education and Science, Information and Communications, Religious Affairs and Civil Society, Finance, and regional akimats have been instructed to take personal control and ensure the timely implementation of projects within the framework of the program “Rukhani zhangyru”.

"I would like to draw your attention to the fact that we must clearly fulfill the tasks, make appropriate adjustments to our work," said Bakytzhan Sagintayev.
