Bakytzhan Sagintayev: It is necessary to inform citizens about digital products and services as simply as possible

At the meeting of the Government chaired by the Prime Minister Bakytzhan Sagintayev, the issues of increasing the digital literacy of the population and the provision of public services were considered.

The development of human capital is one of the key directions of the Digital Kazakhstan State Program: a target indicator for raising the level of digital literacy of the population is 83% by 2022.

According to the Minister of Information and Communications, Dauren Abayev, digital literacy is the knowledge and ability of a person to use information technology in everyday life and work.

According to the Committee on Statistics of the Ministry of National Economy of the Republic of Kazakhstan, the level of basic digital literacy of the population for 2017 was 77%, by the end of the year it is planned to increase this figure to 78.5%.

The increase of digital literacy of the population will be carried out in two main directions. In order to achieve the targets of the State program in 2018, it is necessary to train the population of 500 thousand people. Training will begin on June 1 this year.

Within the framework of the Bastau Business project under the Atameken National Chamber of Entrepreneurs, about 380 thousand people will be trained digital skills. In general, by 2022, together with local executive bodies, it is planned to teach 8 million people basic knowledge.

Chairman of the Board of the Government for Citizens State Corporation, Ablaykhan Ospanov, told about digitization of state services provided to the population.

"Today, the e-government portal provides an opportunity to receive 235 services, eLicense.kz electronic licensing portal — 399 automated services. In 2017, over 34 million services were rendered through the e-government portal, over 922 thousand licenses and licensing documents were issued via the E-licensing IS SDB," Ablaykhan Ospanov said.

In addition, 44 online services in business registration and development, licensing, taxes, banking, subsidies, etc. are available on the e-government portal. In 2017, about 2 million transactions were made for 18 billion tenge. In general, the amount of all payments for the service period (since 2010) amounted to more than 47 billion tenge. More than 135 thousand companies have been opened through egov since 2012, including more than 33 thousand legal entities registered in 2017.

Since July 2017, it has been possible to receive 30 state services (address information, a certificate of presence or absence of a criminal record, etc.) without using an EDS by means of a one-time password and login/password. In 2018, 14 services with a similar receiving system were additionally implemented. Since the beginning of 2018, a service for obtaining electronic certificates by third parties is available on the e-government web portal when receiving a confirmation from the citizen, such as address information from the place of residence, certificates on the absence (presence) of immovable property, on registered rights to real estate.

At the same time, work on the integration of information systems (IS) of state bodies is carried out on an ongoing basis. To date, the National Information Technologies JSC has integrated 107 IS.

"In order to increase the effectiveness of the implemented electronic services, reduce the paperwork, promote the services of the e-government portal and promote digital culture among citizens, the first Digital PSC has been launched in Astana. Citizens can independently obtain electronic services in the self-service sector or through public access points, as well as take a course in e-services," Ablaykhan Ospanov said.

Until the end of the year, it is planned to open Digital PSCs in each regional center throughout the country.

In the application of advanced digital technologies, it is planned to use blockchain technology for registration of real estate property (smart contract) and creation of a unified state real estate cadastre.

According to the data of the NJSC "Government for Citizens" State Corporation, by 2022 Kazakhstan will rise from 33d to 25th place in the rating of the United Nations on the e-government development index.

Deputy Prime Minister, Askar Zhumagaliyev, during the consideration of the issue noted that today, the proactive service on the child birth through the receipt of SMS-confirmation from citizens has been launched. More than 400 types of public services have been optimized, the term for issuing services has been reduced by half. To date, more than 80% of public services are in electronic format.

The work on the transition to paperless workflow and increasing the digital literacy of the population continues together with state bodies, the Nur Otan Party, Atameken NCE.

Following the discussion on the issue, the Prime Minister Bakytzhan Sagintayev said that the activities implemented within the framework of the Digital Kazakhstan State Program are under the control of the Head of State. At the meetings of the Commission under the President on the digitalization, the issues of work in all spheres of the economy are discussed in detail.

Bakytzhan Sagintayev noted the importance of an information and explanatory block of digitalization tasks. In this regard, it is necessary to explain citizens in the easiest way possible about the digital products and services being developed, the advantages of using all available resources and media channels.

Central and local executive bodies, especially those behind the average republican level of digital literacy in the regions, are instructed to intensify activities to optimize the procedures for rendering public services and translating them into electronic format.
