Today, at the meeting of the Government, the Prime Minister Bakytzhan Sagintayev gave a number of instructions on improving the export policy.
The First Vice Minister of Agriculture, Kairat Aituganov reported on measures to improve the export policy in the agricultural sector. Exports of agricultural products and processed products totaled $1.3 billion in January-August 2017. In general, compared with the same period in 2016, there was an increase in exports of agricultural products by 10.6% (from $1.2 billion to $1.3 billion), in including agricultural products by 9.9%.
As noted by Kairat Aituganov, the work is being conducted in the framework of the Roadmap to harmonize veterinary and phytosanitary requirements with China, the Middle East countries, and European countries. For 9 months of 2017, the export of agricultural products to China increased by 20%. Veterinary requirements for the supply of live sheep, frozen and chilled lamb from Kazakhstan to Iran have been agreed with the Iranian side.
This year, the form of a veterinary certificate for the export of meat and meat products received from cattle, small ruminants and poultry in accordance with the requirements has been agreed on a bilateral basis.
"In general, we should note the growth in exports of agricultural products to Saudi Arabia — 50 times compared with the same period last year. Special focus should be put on the growth in export of agricultural products to European countries. In particular, the export of oilseeds (flax, rapeseed, sunflower seeds), wheat, and legume dried vegetables to European countries has increased," Kairat Aituganov said.
In addition, the export of agricultural products to the countries of Southeast Asia and the Middle East has increased. The export of agricultural products to Vietnam has significantly increased. For the first time, 240 tons of flax seeds have been exported to Singapore. It should be noted, the increase in exports to Turkey increased by half compared with the same period last year.
In addition, to promote the export of JSC "NC "Food Corporation" was transformed into an export center for the sale of all agricultural products in foreign markets. As of November 20, 2017, the Corporation exported cereals and oilseeds in the amount of 84 thousand tons for a total of $16 million to the following countries: China, Iran, the countries of Central Asia, Azerbaijan and Belgium.
In total, by the end of 2017, the export corporation plans to sell 120,000 tons of grain crops, 2,000 tons of sunflower oil and up to 2,000 tons of meat for a total of $31 million.
The reports on the measures taken were made by the Minister of National Economy T. Suleimenov, Chairman of the Board of the Atameken NCE, A. Myrzahmetov. Deputy Prime Minister E. Dossaev, Deputy Prime Minister and Minister of Agriculture A. Myrzakhmetov also commented on the issues.
Following the consideration of the issue, Bakytzhan Sagintayev gave a number of instructions to the relevant ministries on improving the export policy, developing mechanisms for supporting non-primary exports. The Ministry of National Economy is also instructed to develop a roadmap to remove barriers, obstacles and restrictions that arise when exporting Kazakhstani products to foreign markets.
Special attention was paid to the importance of creating conditions for the export of bio products (organic food).
