Business deregulation takes place without reducing level of security and quality of goods and services — Berik Sharip

A briefing on the issues of liberalization of the healthcare sphere was held at the press center of the Government. Berik Sharip, Deputy Chairman of the Public Health Protection Committee of the Ministry of Healthcare, told about the measures taken in the sphere of sanitary and epidemiological welfare of the population for business support.

"In the Address of the Head of the State “Third Modernization of Kazakhstan: Global Competitiveness", the Government was tasked to develop systematic measures to deregulate the business. In pursuance of the task, the Committee made a significant work to reduce administrative barriers to business and corruption risks in the sphere of sanitary and epidemiological surveillance," Berik Sharip said.

Since the beginning of the year, the Ministry of Healthcare has abolished 29 obsolete and duplicative healthcare regulations in the areas of health, education and services.

In addition, separate checklists have been developed and approved for the same name groups of subjects. 41 checklists on the spheres of activity were adopted in the implementation of these recommendations. At the same time, the requirements in checklists have been reduced by 6.3 times and contain only requirements that affect the safety of processes and services.

"The number of business inspections has been reduced by 1.7 times, which made it possible to withdraw 1500 health facilities and more than 400 laboratories out of control," B. Sharip said.

According to the speaker, the measures taken over the past two years made it possible to reduce the number of issued permits twice due to the re-qualification of the risks by the significance. Including, for the first nine months of 2017 the number of permits was reduced by 15%.

Also, 6 sanitary regulations have been revised, affecting health, education and services, for which more complaints and suggestions were received.

Sanitary and epidemiological requirements for health facilities exclude 34 items containing outdated requirements, 29 requirements duplicating other regulatory legal acts, 12 points for liberalization have been revised. In parallel, the requirements for the recruitment and the areas of treatment and prevention institutions have been revised. This optimization has reduced the cost of building healthcare facilities by 30%.

Berik Sharip noted that according to preliminary calculations, the total amount of savings from optimization and revision of sanitary rules and building norms in the dental services alone will amount to 1.1 million tenge for equipment of one SME.

For the development of private entrepreneurship in the healthcare sector, the number of requirements for pharmaceutical production facilities has been reduced by 4.6 times, providing dental services 2.2 times, outpatient care, counseling, diagnostic and inpatient care - 1.4 and 1, 3. Along with this, work was carried out to eliminate duplicative requirements in other regulatory acts.

During the press conference, it was noted that for today objects with a capacity of less than 50 seats for public catering and less than 50 m2 for trade objects have been put out of control. These small objects are put into a group of insignificant epidemiological significance - a cafe, tandyr-cafes, mini-cafe, bistro. At the same time, small-scale trade is completely out of control, thus, emphasis is placed on warehouses of wholesale trade, as all the production goes there and then diverges by trading objects.

It should be taken into account that in the sphere of trade there is a cameral control and the purchase of products, that is, only the objects where low-quality products are detected are inspected. Due to the introduction of such alternative forms of control in a special order, the number of inspections was reduced to two times.

Following the results of 11 months of 2017, the implementation of measures for deregulation allowed to reduce pressure on business and interference in the activities of entities by officials by releasing 34,500 objects from inspections under special order.

In conclusion, Berik Sharip noted that the process of deregulating business will take place without reducing the level of security and comfort of the population, the quality of goods and services, taking into account the balance of interests of the state, entrepreneurship and consumers.
