Regional Employment Map to secure employment for more than 3 million citizens — President instruction

The measures to implement the pre-election program of President Tokayev and the instructions given at the enlarged Government meeting on Dec. 12, 2022 were considered at the Government session. The Minister of Labour and Social Protection of Population Tamara Duisenova reported about execution of the orders.

In order to implement the pre-election program and President's instructions the Ministry will work in 3 directions.

The first is employment

Until 15 January 2023, in order to ensure the employment of more than 3 million people in 7 years, a regional map of employment will be jointly developed with the central state and local akimats. The map will set annual employment indicators for each region. 

"Each open job will be monitored on the Electronic Job Exchange and confirmed by pension contributions and employment contracts. In order to increase labour mobility, new mechanisms will be implemented to attract citizens to regions with labour shortages. The main condition here is the availability of a job and the possibility of housing. In order to increase accessibility and timely information of citizens, we plan to implement projects of mobile employment, mobile fairs and mobile readings in the regions," Duisenova informed.  

The second is a new social policy 

A draft social code, which lays the foundation for a new social policy, will be submitted to Parliament this year. 

"From January 1 of this year, a digital family card will be introduced, and the main services in our sector will be provided in a proactive format. State support will be provided as a targeted measure, based on the degree of well-being of the family or citizen, determined on the basis of the family digital card," Duisenova said.  

To date, work has been completed on the revision of social layouts and recalculation of pensions and benefits for 4.6 million citizens to increase the amount of social payments. This includes the extension of childcare payments from 1 to 1.5 years, a guaranteed social package for children from low-income families from 1 to 6 years of age, as well as funds needed to increase basic and labour pensions.

Third is the prevention of labour disputes 

From 1 April 2023, an automated risk management system - a digital situation centre - will be launched to prevent and assess occupational safety and health risks in a timely manner.

"By 1 September 2023, more than 1,500 occupational safety and health standards will be revised and a new system of occupational standards will be introduced. By 20 January 2023, proposals will be developed to improve the system of compulsory accident insurance. In the first half of next year, the mechanisms for determining the degree of worker's guilt in accident investigations will be revised, with relevant amendments to the Labour Code. In 2023, in order to improve the efficiency of state, business and social partnership of employees, the necessary amendments will be made to the Law on Trade Unions," Duisenova summarized.
