Front offices in all regions of Kazakhstan will be opened to implement investment projects on principle of "one window" — Ministry of Foreign Affairs

At a press conference following the Government meeting, Vice Minister of Foreign Affairs Yermek Kosherbayev spoke about the creation of a three-tier ecosystem to attract investments, as well as about the activities of regional front-service investors.

As Kosherbayev explained, foreign embassies and consulates of Kazakhstan are located at the external level of the ecosystem, at the central level — the Ministry of Foreign Affairs and other state bodies, at the internal level — akimats, regional institutions.

“For example, at the central level, we use the capabilities of the Astana International Financial Center, we have created a big hub. In this regard, at the regional level there is a need to create such front offices,” said the vice minister.

At the same time, he noted that previously, at akimats, there were service centers for investors, which served to a greater extent as advisory bodies.

“When investors come to us, there are issues of obtaining permits, land, connecting to infrastructure. Now there is a need to address such issues at the local level, in local institutions. If you go to them alternately, it takes considerable time. Therefore, we consulted with regional akimats, investors and decided that we need front offices,” said Kosherbayev.

Today, the country already has a positive experience in creating such front-offices. An open space office has been created in the Aktobe region. Here, the specialists who give permits, gathered in one place and solve emerging issues of investors.

Also, the vice minister recalled that in April 2019, the first business supermarket in the country was opened in Shymkent, which now provides assistance not only to foreign, but also to local investors. The Business Supermarket project has no analogues in the country.

The business supermarket is an active tool that translates services for entrepreneurs and investors into electronic format, and provides an opportunity to provide services on the principle of "one window". It combines the efforts of several development institutions: the Regional Branch of JSC Damu, the Regional Chamber of Entrepreneurs Atameken, JSC Shymkent and the Administrations of the Akimat.

In conclusion, Kosherbayev noted that this experience is planned to be distributed in all regions of the republic.
