Experts on Stratplan 2025: Being competitive is the essence of modernization of public consciousness

Today in the ‘open dialogue’ format, leading Kazakhstani experts discussed the final version of the draft Strategic Development Plan of Kazakhstan until 2025.

Zhaksybek Kulekeyev, the scientific director of the Center for Applied Economics Studies, and Meruert Makhmutova, director of the Center for Analysis of Social Problems, shared their opinions on the reforms on the development of new human capital and modernization of public consciousness.

According to the expert Zh. Kulekeyev, one of the main tasks of the draft Strategic Plan is the development of human capital, which possesses high-quality and demanded skills of the XXI century.

"Today, a very important conversation took place on the dialogue platform of the expert community. I believe that in the successful implementation of the planned strategic plan, the main role will be assigned to human capital and human resources," the expert said.

In his opinion, now Kazakhstan has a huge potential for growth.

"Domestic science is moving in step with the times, our universities have a high international rating and are able to train specialists of a new generation. The world has stepped into the fourth industrial revolution. The competitiveness of states has significantly increased, borders are being blurred, electronic commerce is developing by leaps and bounds. The society must be ready for new challenges. Along with technological development, we must not forget about spiritual renewal, which is what the Head of State aims us all at," Kulekeev summed up.

As for the sixth reform, “Modernization of Public Consciousness,” the main provisions, goals and objectives have already been outlined in the program article of the President “Ruhani Zhangyru”.

As noted by Meruert Makhmutova, this reform is closely related to the other six Stratplan reforms.

"If the economy does not develop, there will not be a decent standard of living, a competitive business that creates enough jobs, it is difficult to expect modernization of the consciousness of a single person. I would mark this reform as a consequence of the implementation of all the other reforms," the expert said.

According to the expert, a need to put the necessary benchmarks in life for both the young and the older generations has arisen today.

"The model of behavior when the state took care of a person have prevailed for a very long time, the latter in turn did not make any effort. Now the role of man becomes more important. And every Kazakhstani needs to understand the responsibility for his life, the life of his loved ones, for his village, city, country. Being competitive. This is the essence of modernization of the public consciousness," M. Makhmutova noted.

For reference: Realization of the first reform of the Strategic Plan "New Human Capital" will make the education system an efficient supplier of labor resources at all levels of qualifications, which earned the trust of domestic employers and the recognition of the society thanks to the actual content and effective educational process. The indicators of the quality of education will improve. The reform will make it possible to provide a job offer to a sufficient number of qualified personnel generating accelerated economic growth, thanks to the growing labor productivity.

The sixth reform "Modernization of public consciousness" is aimed at the formation of a single nation of strong and devoted people. Reform benchmarks: fostering responsibility for one's future and the future of Kazakhstan, increasing personal competitiveness, cultivating pragmatism and enterprise entrepreneurship. Particular attention is paid to the development of national culture and the prevention of extremism.
