Electronic commerce should become a real driver of economy — B. Mussin about Stratplan

Today, during the discussion of the draft Strategic Development Plan of Kazakhstan until 2025, the Chairman of the Committee on Legal Statistics and Special Records of the General Prosecutor's Office Bagdat Mussin commented on the tools and approaches for the introduction of new technologies, as enshrined in the new document.

The basis of the Strategic Plan until 2025 laid a new model of economic growth, the transition to which will require fundamental changes in the current state policy.

Within the framework of the reform "Technological renewal and digitalization", it is envisaged to create the foundations for a new economy, which implies the following tasks: the development of "digital people", the stimulation of innovations, the development of a scientific research system.

The draft Strategic Development Plan also provides for the creation of conditions for the development of wholesale distribution centers and electronic commerce. This will be done to reduce the costs associated with the presence of a large number of intermediaries in certain sectors of the economy.

According to Bagdat Mussin, digitalization is not a separate industry, it permeates all sectors of the economy. Thus, according to the speaker, it is necessary to equip the entire territory of Kazakhstan with networks of broadband Internet access in an accelerated manner.

"This is placed in the Stratplan. I am very glad that I have found solutions — in the format of public-private partnership, budget reserves and other methods, broadband Internet will be brought to every settlement," B. Mussin said.

According to the draft Strategic Plan, the implementation of digitalization and initiatives for innovative and knowledge-based development has a significant potential for creating added value and reducing costs in the economy, which will achieve GDP growth rates of 4.5-5% per year on the horizon from 2025, with 1,7% -2.2%, that is, about 30-40%, will be exclusively for digitalization.

The second aspect, to which the participant of the discussion drew attention, is trade. "We have to transport all the trade to ‘electronic rails’," B. Mussin said.

B. Musin also commented on the decision to introduce income tax for electronic commerce. "I think this is a necessary step for today. E-commerce should, from the embryonic state in which it is today, become a real driver," the expert stressed.

In conclusion, he noted that it is necessary to optimize the processes of all state bodies.

"We need to automate the health system. After all, people at the reception do not come with notebooks, but with smartphones. In the law enforcement field as well. We have been fighting corruption for a long time, but now we see that the small camera ‘Sergek’ is changing the situation," B. Mussin said.
