Gulshara Abdykalikova at AEF: Global challenges in labor market stem from development of digital technologies

May 16, 2019, Deputy Prime Minister Gulshara Abdykalikova took part in the work of the panel sessions at the XII Astana Economic Forum.

The first event was the International Conference dedicated to the 100th anniversary of the International Labor Organization. Minister of Labor and Social Protection of the Population of Kazakhstan Berdibek Saparbayev, Minister of Employment and Labor Relations of Uzbekistan Sherzod Kudbiev, Director of the Department of the International Social Security Association Graham Minton, representatives of international organizations, and experts participated in the conference.

Opening the conference, Gulshara Abdykalikova noted that global challenges on the labor market on the agenda of all countries of the world and international organizations are connected with the development of digital technologies, new forms of labor relations, as well as demographic changes.

“Kazakhstan has formed and is implementing systemic measures to respond to these risks. Structural reforms are systematically carried out. To get closer to the best international practices, OECD standards are being introduced,” said Abdykalikova.

The deputy prime minister stressed that the Government is facing ambitious tasks: by 2025, to create over 1 million jobs with decent wages and safe conditions. To improve skills and competencies of the workforce, both newly entering and existing employees. Create conditions for the transition to a lifelong learning model.

Currently, work in the field of future labor is carried out in several directions. So, on behalf of the First President – Elbasy Nursultan Nazarbayev, Enbek State Program for the Development of Productive Employment and Mass Entrepreneurship for 2017–2021 is being implemented. Since the beginning of its implementation, 314 billion tenge has been allocated, over two years more than 1.2 million people have participated in the program, 695 thousand people have been employed for permanent jobs. This year it is planned to cover 570 thousand citizens with the program measures; today, 168 thousand people have already become its participants.

Since Jan. 1, 2018, the first digital platform has operated in the country and the largest job bank in the country is the electronic labor exchange. Today 985 thousand vacancies and 732 thousand resumes are posted on the exchange. More than 630 thousand citizens found jobs using the exchange.

International experts also spoke at the conference, and an exchange of views took place on future labor issues.

The next event, in which the vice premier participated, was the panel session “Creating Innovative Ecosystems for Green Growth: Science, Education and Technology.” The Minister of Education and Science Kulyash Shamshidinova, Chairman of the Presidium of the Association of Environmental Organizations of Kazakhstan Aliya Nazarbayeva, international and national experts, rectors of universities and others also took part in it.

In her welcoming speech, Gulshara Abdykalikova focused on the fact that environmental degradation over the past 100 years made us think about responsibility to humanity. Today, the world community adopted the Concept of Sustainable Development, approved the transition of developed and some developing countries to a “green” economy.

“In our country, the Concept on Kazakhstan’s transition to a green economy was also adopted in 2013. As a result of its implementation, it is expected that the well-being of citizens will be improved, significant savings in natural resources, and enhanced environmental protection,” said the deputy prime minister.

In the concept, one of the priority tasks is the training of new personnel with new skills for green jobs. Their creation, in turn, must be accompanied by a transformation of the system of vocational education. The solution to this problem is possible only with an integrated approach:

1) modernization of educational programs;

2) improving the competencies of teaching staff;

3) creating a new learning environment that uses advanced technological solutions and an environmentally friendly approach.
