Government fulfills all social obligations on time and in full — Alikhan Smailov

During his speech at the national forum of deputies of all levels of AMANAT maslikhats, Prime Minister Alikhan Smailov spoke about measures to increase incomes of citizens, construction of schools, medical institutions, housing and modernization of communal infrastructure. 

The Head of Government noted that this year when adjusting the national budget for 2023 additional 2,2 trillion tenge was allocated for social payments, health care, education, infrastructure development and other areas.

"Today all social obligations of the state are fulfilled on time and in full. In total this year 4.6 trillion tg is provided to cover 4.4 million people with increased social payments," Alikhan Smailov said. 

According to him, along with this is being implemented an updated program of increasing the incomes of the population, in which framework the income of more than 3 million people has increased. In particular, the salaries of 1.2 million public sector workers increased up to 30%, the wages of more than 1 million workers in other spheres were increased from 10 to 50%, and benefits were increased by 23%, which affected about 900 thousand people. Scholarships for students were also increased by 20%. In addition, as part of the implementation of measures to promote employment about 1 million people will be employed by the end of the year.

To improve the availability and quality of health services in rural areas, the national project "Modernization of rural health care" was launched. It is planned to construct 655 primary medical care facilities and modernize 32 multi-purpose district hospitals within the framework of the project by 2026. As a result, the quality of medical care for 4 million rural residents will improve. This year, 309 facilities will be completed.

At the same time, the opening of the diagnostic and treatment building of the National Scientific Oncological Centre in Astana is expected this year, and the National Emergency Medicine Coordination Centre in the capital and the National Infectious Diseases Research Centre in Almaty will be commissioned next year.

In the preschool education sphere, this year it is planned to open more than 80 thousand new places, as a result of which the coverage of children from 3 to 6 years old will make 100 %.

As regards development of secondary education, the national project "Comfortable School" will be implemented. Within its framework 368 new schools for 738 thousand pupils will be opened by 2026. Including the construction of 216 schools will start this year, 143 schools will be opened from other sources of funding outside the national project.

In order to improve the housing situation, 111 million square meters of housing will be built by 2029 from all sources. Of these, 15.3 million square meters will be built this year.

To upgrade utilities and reduce the number of accidents, the program "Tariff in exchange for investment" is being implemented. By the end of the year it is planned to attract 234 billion tenge of investment to the country's housing and utilities sector. These means will be directed on repair of 12.7 thousand units of equipment and 5800 km of infrastructure networks. In general, more than 3 trillion tenge will be invested in the modernization of the housing and utilities sector over the next 7 years.
