Fulfilment of President instructions: More than 30 new medicines, medical devices and technology facilities planned to open in Kazakhstan

The measures to implement the pre-election program of President Tokayev and the instructions given at the enlarged Government meeting on Dec. 12, 2022 were discussed at the Government session. Minister of Healthcare Azhar Giniyat reported about realization of commissions in medical system.

Within the plan of action to implement the pre-election program of the President of the Republic of Kazakhstan, section "Modern Medicine", the ministry implements 13 items. 

The Head of State has set a task to create a sustainable model of healthcare. 

"Thus, in 2021 the share of healthcare expenditure was 2.9 per cent of the country's GDP. At the same time, the WHO recommends bringing the level of funding for health care to 5 per cent of GDP in order to ensure the sustainable development of the sector. International experience shows that the life expectancy of the population is directly proportional to the level of financing of the healthcare system. We will continue working in this direction," the Minister of Healthcare assured.  

The system of mandatory social health insurance is being improved to implement the pre-election programme of the President. The plan is as follows:

  • stimulating the involvement of the population by making the system of mandatory social health insurance more attractive;
  • a clear distinction between the packages of medical services: guaranteed medical care and compulsory social health insurance;
  • optimal allocation of funds by type of medical care;
  • control of financial flows through the launch of a unified information system for payment for medical care of the Health Insurance Fund, and a number of other measures to improve the quality and transparency of medical care for the population.

The following initiatives will be implemented to form a modern healthcare system that meets international standards for medical care:

First. The HLD services will be centralized, and measures will be taken to improve public awareness about healthy eating habits and salt intake. 

Second. As part of raising the status of the medical profession, a draft law has been developed that envisages the introduction of insurance for medical workers' professional liability, humanisation of criminal provisions, and other measures within the legal and financial protection of medical staff.

Third. An increase in the list of nosologies under the compulsory health insurance scheme, revision of target groups and expansion of the list of tests for villagers are planned in order to expand the programme of preventive examinations. The scope of preventive examinations for children has also been expanded.

Fourth. The maternity service will be strengthened by a network of 11 modern perinatal centres. A pilot project for a perinatal centre in Shymkent is being developed.

Fifth. A draft road map for improvement of oncological care for population in 2023-2025 is developed; it stipulates preventive measures, early detection and modern methods of treatment of oncological diseases, as well as construction of new oncological centres, reconstruction of buildings and provision with modern equipment. It is also planned to establish a modern National paediatric oncology and haematology centre in Almaty.

Sixth. In order to coordinate the tactics and treatment of stroke patients a unified consulting stroke centre will be launched on the basis of the National Emergency Medicine Coordination Centre, a multidisciplinary hospital that is under construction.

Seventh. In pursuance of the instructions of the Head of State and in order to improve access to medical care in rural areas, a pilot national project to modernise rural healthcare has been adopted.

Also, according to the minister, it is planned to introduce modern telemedicine solutions jointly with foreign partners. 

"Within the framework of development of domestic pharmaceutical production, negotiations are held with the world's leading pharmaceutical manufacturers on investment projects of contract manufacturing. Additional opening of more than 30 new manufacturing facilities for medicines, medical devices and equipment is planned, including with the participation of major foreign manufacturers," Giniyat summarized.
