Staff decisions to be taken immediately: Alikhan Smailov on Government work in 2023

The measures to implement the pre-election program of the Head of State and the instructions given at the enlarged Government session on Dec. 12, were considered at the Ukimet Uyi.

At today's Government session chaired by Prime Minister Alikhan Smailov the Ministers of Finance, Industry and Infrastructural Development, Energy, Agriculture, Digital Development, Innovation and Aerospace, Environment, Geology and Natural Resources, Labour and Social Protection, Healthcare, Education, Science and Higher Education, Culture and Sports, Information and Public Development, Justice, Emergencies, Internal Affairs, First Vice Minister of National Economy, Deputy Minister of Foreign Affairs, Minister of Finance, Energy and Natural Resources, Chairperson of the Government of the Republic of Kazakhstan gave their speeches.

Having heard the speakers, the Prime Minister said that this year Kazakhstan has faced a number of difficulties caused by the difficult geopolitical situation. This has led to a rise in prices and inflation, as well as a slowdown in economic development.

"In 2023 we will face new challenges, so the maximum concentration is required from the Government on the qualitative implementation of the President's election programme and his instructions. We also need to respond more quickly to force majeure situations. Every minister should guarantee 100% fulfilment of tasks within his area, and every akim should provide quality solution of social and economic issues at the local level," Smailov said.

The Prime Minister added that he will regularly monitor implementation of all programmes, projects and instructions of the Head of State within the Digital Project Office.

"Staff decisions will be taken immediately for failure to meet deadlines and poor quality of execution," he stressed.

Alikhan Smailov ordered to include measures of the action plan on implementation of the pre-election programme of the Head of State into sectoral concepts and development plans of the ministries to be approved early next year.

In addition, he noted the need to complete a systematic review of legislative acts with redistribution of functions between levels of government, to review the package of measures to control and reduce inflation in view of current challenges and within a month to update the program of increasing incomes.

The prime minister also stressed that the prolongation of the period of subsidizing interest rates up to 7 years within the "Economy of Simple Things" programme, the development of measures meant to reduce the consumption loans and ensure a gradual decrease in the transfers from the National Fund are to be considered.

At the same time, work must be done to further improve approaches to budgeting, to ensure greater independence of the first heads of central and local executive bodies, as well as to strengthen the Interdepartmental Commission for Demonopolization of the Economy.

Alikhan Smailov drew attention to the need to take measures to return to state ownership of the fields transferred with violations, to accelerate the implementation of projects to build and upgrade sewage treatment plants, comprehensively examine the status of each CHP in the country and step up work on bringing the necessary gas infrastructure for CHP-2 and CHP-3 in Almaty.

The Prime Minister also instructed the Ministry of Agriculture to create an open digital map of agricultural lands returned to state ownership with a transparent mechanism for their distribution, and regional Akims to ensure timely monitoring of problematic issues from the population with the development of clear algorithms for their solutions.
