Kazakhstan and Turkmenistan adopt comprehensive program of cooperation

Deputy Prime Minister, Minister of Trade and Integration of Kazakhstan Serik Zhumangarin and Minister of Foreign Affairs of Turkmenistan Rashid Meredov signed the Comprehensive Program on cooperation between the two Governments for 2022-2024 during the state visit of President of Turkmenistan Serdar Berdymukhamedov to Kazakhstan in the presence of the Heads of State.  

The agreement to develop a joint Comprehensive Program was reached during the state visit of the President of Kazakhstan Kassym-Jomart Tokayev to Turkmenistan in October 2021.

The Comprehensive Program provides for the implementation of 30 activities in the economic, cultural and humanitarian sectors, industrial cooperation, energy, agriculture, transport and logistics and health care.  The main emphasis is placed on establishing direct contacts between representatives of business circles of the two countries. That includes activation of the Business Council, business forums, study of issues of trade houses, supplies of locomotives and spare parts for the Turkmen railroads, vehicles and agricultural equipment produced in Kazakhstan, as well as services of Kazakh service companies with the use of financial and insurance instruments of EIC KazakhExport JSC.

An agreement was reached to study the creation of joint agro-industrial complexes in the territory of the Republic of Kazakhstan with the involvement of private capital of the two countries.

The comprehensive program provides for measures to improve the legal framework to create preferential conditions for trade, information exchange in the field of technical regulation and mandatory (including veterinary, phytosanitary) requirements for imported products, exchange of experiences and advanced technologies in the cultivation of crops and seed production.

Also, taking into account the increased importance of coordination of measures in the field of transport and transit, the parties agreed to continue work on establishing a favorable tariff policy for transit transportation of containers through the territory of both countries from/to China, work out the issue of opening a ferry service between ports "Turkmenbashi-Kuryk-Makhachkala"
