At the Government session, Minister of Industry and Construction Kanat Sharlapayev reported on key achievements in the construction industry. Today its share is 5.6% of the total GDP of the country. About 670 thousand people work in the sector, about 53 thousand enterprises operate.
In the first 11 months of this year, the volume of construction works reached 6.9 trillion tenge, which is 10.3 per cent higher than in the same period last year. This year is expected to achieve the planned indicator of the volume of construction work.
"A record 18 million square metres of housing is expected to be commissioned this year, up 44% from 2018. At the end of 11 months of the current year, 16.3 million square metres of housing has been commissioned and another 1.7 million will be commissioned by the end of the year. To achieve high rates of investment in the sector, the Ministry has taken unprecedented measures to stimulate housing construction. This year, 965 billion tenge is planned for this purpose at the expense of all sources, which will ensure that more than 160,000 citizens will move into 41,000 new flats. Particular attention is paid to providing affordable tools to citizens in need," the Minister said.
This year about 330 billion tenge is envisaged at the expense of state support for the purchase of more than 22 thousand rental flats. By the end of the year it is planned to commission more than 10 thousand flats of credit housing through the issue of government securities in the amount of 165 billion tenge. At the expense of favourable mortgage loans at 2%-5%, more than 7,8 thousand loans have already been issued to date. 83 billion tenge has been allocated for the construction of engineering networks to residential areas. Of this, 34 billion tenge has been allocated for the construction of infrastructure to 21,000 plots of land.
Since May this year, a new housing programme Nauryz has been launched, under which 12,000 loans worth 300 billion tenge are planned to be issued this year. To date, more than 6 thousand loans worth 172 billion tenge have been issued.
"As part of the reform of housing policy, the Law was adopted, providing for the transfer of functions of local executive bodies on registration and distribution of housing to “Otbasy Bank”, transformed into the National Institute of Development. This policy will make it possible to optimise the process of obtaining housing. Distribution will be based on the date of registration and income level, which will make it possible to provide housing in the first place to citizens who have been on the waiting list for a long time. The Law also grants the right to privatise rental housing without the right to buy. The norm came into force on 4 December this year It will affect more than 50 thousand citizens. The innovations will come into force in May next year," the Minister emphasised.
Kanat Sharlapayev also reminded that the institute of urban planning expertise has been introduced since the beginning of the year to systematically address the problems of illegal development and minimise the facts of poor quality development of urban planning documentation. It allows to prevent deviation from architectural and construction norms already at the stage of town-planning planning, to exclude violations on its approval. All newly developed and adjusted town-planning projects, including the RAP, which was previously approved at the local level, are subjected to expert review in RSE ‘Gosexpertiza’.
For certain processes, corruption risks have been minimised, the human factor has been eliminated, and any possibility of illegally changing reference documents that are in the public domain has been eliminated.
"In order to ensure transparency, quality and convenience for all participants in the construction process, we are building a unified digital ecosystem of the construction industry, covering the life cycle of a construction project from the moment of its planning to its demolition. A new system, GBIM, is being prepared to replace the current expertise portal. In addition to expertise, the new system will cover the survey and design processes. It is planned to scale and use the new system as a single window of the customer, which will ensure the work of all participants of construction through one initial interface," Kanat Sharlapayev explained.
In order to improve legislation in the field of construction, a draft Construction Code has been developed and is under consideration in the Majilis of Parliament. The measures envisaged by the draft will allow to clean the market from unscrupulous developers, to increase the competence and professional responsibility of all subjects of construction activity, as well as the quality of design and construction.
It is planned to introduce certification of experts, with the establishment of liability insurance. In order to ensure safe construction in seismically active areas, seismic isolation systems will be used in design and construction.
In general, the developed approaches are aimed at ensuring transparency, tightening control, improving the quality and responsibility of construction participants to create comfortable living conditions for citizens.
