Application of Eurocodes in construction sector of Kazakhstan nearing completion

Today at the press conference in the press center of the Government, Deputy Chairman of the Committee on Construction, Housing and Utilities Services of the Ministry for Investments and Development, Beibut Shakhanov, spoke about the implementation of modern technologies in construction and municipal sector in the framework of the fifth direction of the President's Address.

As noted by Beibut Shakhanov, the Address of the President "New Opportunities Under the Fourth Industrial Revolution," envisages new methods of construction and other design approaches. In this direction, the stage of implementation of the Eurocodes and improvement of the regulatory framework is nearing completion, which will remove barriers for foreign investors and provide higher reliability and security of buildings. It is also necessary for the introduction and application of innovative technologies and modern materials.

"We are implementing BIM-technologies (building information modeling), which will allow to manage the building object at all its life stages: design, construction and operation. I want to note here that one of the advantages of this innovation is the use of energy-efficient design, i.e. at the design phase we will already know the operational costs of the facility," Beibut Shakhanov said.

Currently, within the digital innovation of the construction industry, a one hundred percent electronic reception of design estimates during the examination is provided.

"We provide one of the fundamentally new approaches in urban development planning, which involves introducing a single architectural style in the development of a detailed urban planning project. This will allow to effectively plan, build up cities and optimize business processes under licensing procedures," Beibut Shakhanov assured.

Deputy Chairman of the Committee on Construction, Housing and Utilities Services Beibut Shakhanov also spoke about the implementation of the Nurly Zher Housing Construction Program, with the launch of which a record 11.2 million m2 of housing was put into operation, more than 100.8 thousand families had the chance to improve their living conditions.

According to the speaker, such indicators were achieved as a result of the implementation of the housing policy, with the involvement of all possible instruments, including the system of housing savings, subsidized mortgages and loans of STB that made housing affordable for the general population.

"These mechanisms have had their positive effect and led to an increase in the issuance of loans by private banks by 24.7% (from 73 to 91 billion tenge). The revival of the banking sector will lead to an increase in the annual volume of loans to 380 billion tenge and the share of Housing Construction Savings Bank investors to the economically active population to 12%. In general, over the past ten years, the availability of housing per resident increased by 30% and reached 21.6 m2. In the Address of the Head of State the task is set to bring this indicator to 30 m2 in 2030," Beibut Shakhanov said.

One of the Committee's priority tasks is to provide the population with quality drinking water.

According to Beibut Shakhanov, in 2017, 55.8 billion tenge was allocated from the republican budget for the implementation of 164 projects (villages – 134 projects for 35.1 billion tenge, cities – 30 projects for 20.7 billion tenge). As a result of this, about 2700 km of networks were built and reconstructed, and more than 184 thousand people were provided with centralized water supply. At the same time, access to centralized water supply was 93.8% in cities and 57.4% in villages.

As of 2018, the budget provides for 67.9 billion tenge for the implementation of 193 projects (villages –153 projects for 45.2 billion tenge, cities – 40 projects for 22.7 billion tenge), which is 17.6% more than in 2017. It is planned to increase access to centralized water supply in rural settlements to 59% and in cities to 94%.

As part of the execution of the President's instructions, it is planned to increase funding for rural water supply to 100 billion tenge annually from all sources. This will increase the pace of development of the sector and provide more people with drinking water.
