Kazakhstan is actively working to modernise the medical infrastructure and expand the coverage of citizens by the health insurance system. This was announced by Deputy Prime Minister of Kazakhstan Tamara Duisenova during the plenary session of the Majilis of the Parliament.
For effective coordination of work on clarification of the status of citizens for involvement in the health insurance system in the regions the relevant headquarters have been created. Deputy Prime Minister noted that according to the experience of developed countries the insurance system solves 3 main tasks: creation in clinics of the best conditions for treatment of patients, joint responsibility of the state, employers and employees for the protection of health of citizens, accessibility of all types of medical care due to the solidarity principle of work.
"Now, within the framework of the Head of State's instruction, we are working on the effective implementation of this best practice. Work is being done step by step to determine the status of persons not covered by the system. We have completed work on 130 thousand citizens. In general, measures have been taken on 750 thousand people. As a result, the State will pay contributions for citizens from socially vulnerable groups, while employers and citizens themselves will pay contributions for those who work. Attention was also drawn to the absence of a precise list of paid and free medical care. In the direction under consideration, citizens will not need this list. Their task will be only to participate in the system. When applying to clinics, financing will come at the expense of a "basic" package from the state or "insurance" from the health insurance fund," Tamara Duisenova said.
Deputy Prime Minister also touched upon the problem of lack of medical organisations in rural areas. Within the framework of the National Project, implemented by order of the President, construction of 96 PHC facilities was completed last year. The works on 321 facilities are ongoing. Overall, the goal is to build 655 new medical organisations in two years.
"In addition, modernisation of multi-disciplinary hospitals covering several districts has begun. Perinatal centres are being built in the regions, and centres for coordinating emergency medical care, providing telemedicine consultations and treating oncological diseases are appearing at the republican level. On the instructions of the Prime Minister, the necessary funds are allocated from the budget and the Government reserve for these purposes. This issue is under my personal control. Weekly monitoring of the work of akimats is carried out," Tamara Duisenova said.
Deputy Prime Minister also spoke about measures to provide the population with quality and safe medicines. For this purpose, a system of labelling and traceability of medicines will be launched in the country. Tamara Duisenova drew attention to the fact that this measure will allow to fully control the market of production of medicines, their import from abroad, sales, as well as to fight against counterfeit drugs.
