Ministry of Energy: Energy companies, whose preparation for heating period be under additional attention identified

Minister of Energy Almassadam Satkaliyev reported on the readiness of energy companies of the country for the upcoming heating season at the Government session.

Ministry of Energy together with regional akimats for the past 2 months, a number of measures were taken on problematic issues. Thus, repair of turbine № 1 at CHPP-4 of Tarazenergocenter JSC, boiler № 2 at CHPP-2 of Pavlodarenergo JSC, boiler № 12 at TPP Topar LLP and power unit № 3 at the power plant of EEC JSC has been started.

Debt of power plants for gas was reduced from 25 to 18, for coal from 6 to 3.4 billion tenge. Increased stock of coal in warehouses of power sources from 3.4 to 3.7 million tonnes. It is noted that work in this direction continues.

"In accordance with the approved by the System Operator repair schedule at power plants in 2024 scheduled overhauls of 10 power units, 55 boilers and 45 turbines. At various stages, work is underway on 1 power unit, 28 boilers and 22 turbines. Repairs have been completed on 4 power units, 21 boilers and 17 turbines," Satkaliyev reported.

In 2024, overhauls of power transmission lines with a total length of about 20.8 thousand kilometres, 423 units of high-voltage substations are planned. 13.4 thousand kilometres of power lines, 277 substations, 2,292 distribution points have been repaired.

3.7 million tonnes of coal and 90,000 tonnes of fuel oil have been accumulated in the fuel depots of power sources. Since 15 August the acceptance of documents for obtaining a passport of readiness to work in the autumn-winter period has started, and the availability of a normative fuel stock is one of the conditions for obtaining it.

The Ministry has approved the schedule of supply of "social" fuel oil in the amount of 255 thousand tonnes, starting from September. The head of the ministry noted that it is necessary to accelerate the conclusion of contracts and ensure a proper stock of fuel.

Energy companies have been identified, whose preparation for the heating period will be under additional attention. Among them is MAEK LLP, where it is necessary to take measures to meet the repair deadlines for turbine №4 of CHPP-1 and turbine №8 of CHPP-2.

At Temirtau CHPP-2 it is necessary to complete the repair of boiler №1 by 30 November, as well as the installation of boiler № 7, which will provide additional reserve during the heating period. At TPP-1 in Temirtau, repair of boiler No. 10 is scheduled to be completed by 30 November. At Kentau CHPP it is necessary to complete the reconstruction of boilers No. 8, 9, 10, 11 by 15 September.

According to the Minister, an important problematic issue is a significant amount of accounts payable by energy producing organisations for fuel. Today their total debt to KazTransGas-Aymak JSC is 18 billion 307 million tenge. There is also a debt to Bogatyr-Komir LLP in the amount of 3 billion 462 million tenge.
