We need open and lively communication – Alikhan Smailov on Ministers and Akims meeting with citizens

The results of Ministers and akims' meetings with Kazakhstan citizens in 2022 were considered at the Government session chaired by Prime Minister Alikhan Smailov.

Minister of Information and Social Development Darkhan Kydirali reported that following the results of the last year the ministers held 216 personal meetings at which 1,679 problematic questions from 1,498 citizens were considered. As a result of the work 1,241 (74%) questions were solved, 438 are in the process of consideration by government agencies.

In turn, the Minister of National Economy Alibek Kuantyrov said that by the end of the second half of 2022 akims held about 19.8 thousand meetings with citizens, which raised more than 33.4 thousand proposals and questions on housing and communal infrastructure, landscaping and ecology, reconstruction of roads, construction of social infrastructure, land and other issues. As a result, the local executive bodies resolved 33,100 questions (99%).

The akims of Almaty region Marat Sultangaziyev and Atyrau region Serik Shapkenov reported on the results of meetings with the population in the regions.

The Prime Minister noted that the most pressing questions of citizens relate to the spheres of housing and communal services and construction, agriculture and land relations as well as pricing.

"Most of the issues voiced at the meetings of ministers with the population have been resolved on the spot with participation of local executive bodies. All the unresolved issues are included in the action plans of the state bodies," Alikhan Smailov said.

The Head of Government added that legislative changes, additional funding and interdepartmental cooperation are needed for some of them. In this regard, he noted the need to ensure the timely resolution of problematic issues of the citizens included in these plans.

Alikhan Smailov also drew attention to the fact that the heads of some ministries held meetings with broad announcements, good organisation and briefings. At the same time, the heads of some departments did not hold 15 scheduled meetings.

"No explanations are accepted. All meetings should be held. Moreover, involve deputy ministers as well. This will enable us to receive more citizens. We need open and lively communication. If we are building a Hearing State, such events should become an important tool of interaction with the population," he stressed.

According to the Prime Minister, the meetings of akims with citizens are now held in a new format, which allows covering more participants and problematic topics in the districts. According to the reports, the akims' resolution rate is almost 99%. The most effective regions for this indicator are the Aktobe and Kostanay regions and Almaty, while the outsiders are the Almaty, West Kazakhstan and Atyrau regions.

However, Alikhan Smailov noted that analysis of data on the work of the e-Otinish information system presents a slightly different picture. Thus, for 2022 through this system more than 1.7 million appeals were considered. Local executive bodies accounted for 82% of them.

"In the second half of the year, the number of appeals to the akimats increased by 16%. This indicates that some of the issues were not resolved locally, and people had to turn to the e-Otinish system. The leaders in the number of complaints were the cities of Almaty and Astana, Karaganda and Aktobe regions," the Prime Minister said.

According to him, the largest share of complaints was about administrative acts, actions or omissions of government agencies in construction, transport and communications, housing and communal services and consumer services.

"Based on this analysis, it can be noted that akimats need to increase the efficiency of resolving issues on the ground. Then we'll see a reduction of appeals through the electronic system," Alikhan Smailov said.

In conclusion, Prime Minister instructed to develop a map of problematic issues in the context of each central and local executive body to address them systematically, to introduce the practice of regular meetings with target groups of citizens, as well as to broaden the coverage of the planned and the results of past events.

"The people of Kazakhstan should see ways of solving even the most difficult issues," he concluded.
