By the Decree of the Government of the Republic of Kazakhstan, Roman Sklyar was appointed to the position of the First Vice Minister for Investments and Development. Earlier, the post of the First Vice Minister was occupied by Alik Aidarbayev, who was relieved of his post due to transfer to another job.

Roman Sklyar was born on May 8, 1971 in the city of Pavlodar. He graduated from Pavlodar State University with a degree in Civil Engineering, Moscow Institute of Modern Business with a degree in economics and the Kazakh Institute of Law and International Relations.

He began his labor activity in 1989 as an installation fitter at Ekibastuzugleavtomatika, later he worked as a security engineer for Vahinvest JC and in various commercial structures.

In 2005-2006, he held the posts of the head of the apparatus, deputy akim of Pavlodar, in 2006-2007 he worked as the head of the infrastructure development department of the apparatus of the akim of Astana.

In 2007-2008, he worked as the director of the Department of Energy and Communal Services of the city of Astana. From 2008 to 2011, he held the positions of deputy akim of Pavlodar region, first deputy akim of Pavlodar region.

From May 2011 to October 2013 he was the Vice Minister of Transport and Communications of the Republic of Kazakhstan.

In 2014-2016, he worked as a vice-president of Kazakhstan Temir Zholy JSC. In March 2016 he was elected a deputy of the Majilis of the Parliament of the sixth convocation from the Nur Otan party, he held the post of Chairman of the Committee for Economic Reform and Regional Development. From May to December 2016 he worked as the Vice Minister of National Economy.

From December 2016 to the present moment he held the post of Vice Minister for Investments and Development of the Republic of Kazakhstan.

He was awarded the Qurmet and Parassat orders.
