First Deputy Prime Minister of the Republic of Kazakhstan Nurlibek Nalibayev, during his working visit, visited North Kazakhstan Region, where he familiarized himself with the implementation of industrial, infrastructure, energy, and agricultural projects in the region.
In Petropavlovsk, Nurlibek Nalibayev visited LLP “Petropavlovsk Electrotechnical Plant”, which specializes in the production of transformers and components. The project cost is 10 billion tenge, and 200 jobs have been created. The enterprise’s production capacity reaches 13,000 units per year.
The First Deputy Prime Minister also familiarized himself with the activities of LLP “ZIKSTO” — one of the largest machine-building enterprises in the region, producing railway rolling stock. In 2025, construction of a new plant with an area of 12,000 square meters was completed here, and a robotic technological line was installed. The project cost is 25 billion tenge, and 300 jobs have been created.
Nurlibek Nalibayev also visited the CLAAS agricultural machinery assembly plant, the oil extraction plant of LLP “Maslo-Del”, the greenhouse complex of LLP “Zeleny Sever”, and JSC “Petropavlovsk Heavy Engineering Plant”. The implementation of these projects is aimed at developing the industrial and agro-industrial potential of the region, raw material processing, and the production of high value-added products.
Special attention was paid to energy security issues. At Petropavlovsk CHP-2 of JSC “SEVKAZENERGO”, the First Deputy Prime Minister was presented with the progress of preparations for the 2026–2027 heating season, as well as the implementation of the repair and investment programs. General Director of the enterprise Anatoly Kazanovsky noted that the number of technological violations at the CHP has decreased in recent years.
“In 2022, 103 technological violations were recorded. Thanks to large-scale repair programs in 2024–2025, this figure decreased to 55, and during the past heating season — to 23. Intensive preparations for the new heating period are currently underway. The investment program in 2025 amounted to 15 billion tenge, and 16.2 billion tenge is planned for this year,” Anatoly Kazanovsky reported.
One of the facilities in Petropavlovsk was the overpass on Universalnaya Street, which is currently 90% ready. The implementation of the project will improve transport and pedestrian connectivity between the city districts, relieve traffic flow, and increase the safety of residents.
As part of the inspection of urban infrastructure, the First Deputy Prime Minister visited the eco-park of Lake Pestroe. The project is aimed at developing recreational infrastructure, domestic tourism, and improving the quality of the urban environment.
“The eco-park is a good place for recreation for residents and families with children. Bicycle paths, pedestrian zones, and conditions for comfortable leisure have been provided here. As the Head of State noted, cities should be clean and comfortable for living. A great deal of work is being done in Petropavlovsk for the benefit of the population. It is necessary to complete the project with high quality and continue implementing such initiatives,” Nurlibek Nalibayev noted.
The final point of the working visit was the village of Novonikolskoye, where the project for the construction of a modern dairy farm of KT “Zenchenko and K” was presented. The farm for 8,000 head with a “Carousel” installation will become the largest in Central Asia. The project cost is 9 billion tenge, and the production launch is scheduled for August 2026.
The First Deputy Prime Minister also familiarized himself with the social infrastructure of the village. KT “Zenchenko and K” is an example of business social responsibility: housing for villagers and social facilities have been built in Novonikolskoye at the expense of the enterprise. Over the past five years, the company’s investment in village development has exceeded 3.2 billion tenge.
The implementation of these projects will strengthen the industrial and agricultural potential of North Kazakhstan Region, create new jobs, modernize infrastructure, and improve the quality of life of the population.
