On the eve of the upcoming Address of the Head of State Kassym-Jomart Tokayev to the people of Kazakhstan, an extended meeting of the AMANAT party faction was held with the participation of the Prime Minister and members of the Government. Olzhas Bektenov informed the deputies about the progress in implementing the previous Presidential Addresses for 2019–2024 and the Election Program “Fair Kazakhstan – for All and for Everyone. Now and Forever.”
Opening the extended meeting of the faction, Speaker of the Mazhilis and Chairman of the AMANAT party Yerlan Koshanov emphasized that each Address is a strategic vision for the country’s development and a systemic response to the most pressing public demands.
“The Presidential Addresses and the President’s Election Program are key documents. Their proper implementation is the foundation of public trust in the government. People want to see real changes here and now. Our shared task, both as legislators and as the Government, is to implement the instructions efficiently and on time. This is why we introduced this practice of ‘synchronizing watches’ with the Government at the start of each political season,” Yerlan Koshanovsaid.
During his speech, Prime Minister Olzhas Bektenov stressed that the Government is carrying out consistent work to implement the President’s strategic initiatives. As part of the National Plan, large-scale projects aimed at the sustainable development of the country and improving the quality of life of citizens are being implemented.

“Thanks to the course set by the Head of State, our country’s economy is demonstrating steady growth. Based on the results of seven months, the positive trend in our priority manufacturing industry has been maintained. In the mining sector, we see new growth points in the development of rare and rare-earth metals,” Olzhas Bektenov emphasized.
The Government has approved and already submitted to Parliament the Forecast of Socio-Economic Development and the draft republican budget for the upcoming three-year period. Under the baseline scenario, the real average annual economic growth over the next three years will be 5.3%.
“It is important to note that as a result of the Tax Reform, expenditures stimulating economic growth will increase from 10.9% to 16.1%. This will allow us to provide infrastructural and financial support for business development. On the other hand, as instructed by the Head of State, we will maintain the social orientation of the budget and fully meet all social obligations,” the Prime Minister stressed.
Special attention was given to investment policy. Last year, 45 projects involving foreign capital worth $1.3 billion were commissioned. Overall, the national pool includes more than 1,100 projects totaling about $144 billion.
Olzhas Bektenov noted industrial production growth, which since the beginning of the year has exceeded last year’s figures by 6.9%. He emphasized that this year, 190 new manufacturing enterprises worth 1.5 trillion tenge will be launched, creating more than 20,000 jobs. Seventeen major projects are underway to create clusters with high value-added production, maximizing the use of domestic raw materials and developing related industries.
In the agro-industrial complex, systematic work is being carried out to increase productivity and strengthen export potential. Thanks to a twofold increase in funding for spring fieldwork, farmers successfully completed the sowing campaign. Harvesting is currently underway in 15 regions, with more than 6 million tons of grain already threshed from about 30% of the total sown area. Olzhas Bektenov highlighted the significant expansion of export geography, with a substantial share of the exported products being high value-added goods.
In the social sphere, the Government is implementing a set of measures to support citizens. A unified digital platform has been created to increase the targeting of assistance, allowing resources to be directed to those who truly need them.
Construction and modernization of educational institutions are actively underway in Kazakhstan. Within the framework of the “Keleshek mektepteri” project, 160 schools for 310,000 students have been built. Following the President’s announcement of the Year of Vocational Professions, the number of students studying at the request of enterprises has tripled, and the per capita financing standard for TVE has doubled. Over five years, the shortage of dormitory places has been reduced from 61,000 to 17,000.
In healthcare, the general mortality rate decreased by 3%, infant mortality — by 22.7%. Life expectancy in the country has reached 75 years and 4 months for the first time.

“Under the national project ‘Modernization of Rural Healthcare,’ 540 out of 655 medical facilities have been built in the regions. These centers will provide medical services to about 1 million rural residents,” Olzhas Bektenov emphasized.
The Prime Minister stressed that one of the Government’s priorities is eliminating regional development disparities. This year, in accordance with the Head of State’s instruction, projects to fully provide the population with drinking water are planned to be completed. For their implementation, 147 billion tenge has been allocated from the republican budget and more than 160 billion tenge from the Special State Fund. The work will cover 17 cities and 463 villages.
Among the Government’s priorities is the development of the energy sector. The “Tariff in Exchange for Investment” program is a key tool for modernization. Over two years, more than 600 billion tenge has been attracted for the repair of more than 12,000 km of utility networks, reducing wear and tear by an average of 6.2%.
In the transport sector, 13,000 km of roads are being worked on this year, and in the railway sector, the construction of the second track of the Dostyk–Mointy section is nearing completion, which will increase capacity fivefold.
In the field of digitalization, the National Artificial Intelligence Platform has been put into pilot operation. Following the President’s instruction, the first supercomputer cluster in Central Asia has been launched — the most powerful computing solution in the region. Comprehensive digitalization of all sectors of the economy is underway. IT service exports have grown from $30 million in 2021 to $700 million in 2024.
Additionally, the Government is actively working on implementing the Presidential initiative “Taza Kazakhstan.” The movement has united more than 10 million citizens: over 383,000 tons of waste have been collected, 825,000 hectares of land cleaned, and 2.4 million trees planted.
Work is also underway on the practical implementation of the concept “Law and Order” announced by the Head of State. A new three-year Comprehensive Plan to Combat Drug Addiction and Drug Trafficking is being developed, aimed at addressing not only the consequences but also the root causes of drug addiction.
Olzhas Bektenov emphasized that the implementation of the President’s Addresses and Election Program is carried out consistently and covers the key areas of the country’s development.
“All measures of the National Plan are being systematically implemented and are under the Government’s control. In close cooperation with Parliament, we will continue to work on fulfilling the assigned tasks. Our common goal is to ensure further stable development,” the Prime Minister said.
Later during the meeting, the Prime Minister and members of the Government answered questions from the faction’s deputies. Topics included economic development measures, business support, agriculture, manufacturing, raising citizens’ incomes, improving social policy, addressing specific regional infrastructure development issues, and many other matters.
AMANAT Party Chairman Yerlan Koshanov noted that such meetings between the Mazhilis and the Government produce real results, ensuring the practical implementation of the principle “Strong President – Influential Parliament – Accountable Government.”
“The coordinated work of the Government and Parliament is the foundation of effective state policy. We have one goal — the country’s prosperity and improving the quality of life of the people. For this, the President’s instructions, reflected in his Election Program and Addresses, must be implemented in a timely manner. Only by acting together will we achieve concrete results,” the Party Chairmansummarized.
