At the Government session chaired by Prime Minister Olzhas Bektenov, measures to implement the Address of the Head of State Kassym-Jomart Tokayev to the people of Kazakhstan, “Kazakhstan in the Age of Artificial Intelligence: Current Challenges and Their Solutions Through Digital Transformation,” dated September 8, 2025, were considered.
Reports were heard from Deputy Prime Minister – Minister of National Economy Serik Zhumangarin and other ministers on key areas — industry, agriculture, digitalization, the social sphere, healthcare, and the law enforcement system.
The Prime Minister noted that the new Address launches further innovative and infrastructural transformations.
“The Address of the Head of State ‘Kazakhstan in the Age of Artificial Intelligence: Current Challenges and Their Solutions Through Digital Transformation’ is a powerful impetus for the further accelerated innovative development of our country.
The future of Kazakhstan lies in technological progress, and therefore the President has set a strategic task to transform Kazakhstan into a full-fledged digital state within three years,” Olzhas Bektenov emphasized.
One of the key emphases to which the Head of State devoted attention in the Address was the development of the economy, including the need to intensify efforts to attract investment to the country.
“To solve the tasks set, first and foremost, it is necessary to step up the inflow of investment into the country. The Head of State noted the need to launch a new investment cycle. Therefore, in the shortest possible time we must build a unified mechanism for interaction with investors and fundamentally update the investment attraction system. Every tenge attracted must be protected by firm guarantees backed by regulatory acts and positive practice. Special measures, including preferences, will be provided for investment in high-tech sectors of the economy,” the Prime Minister stressed.
Special attention was paid to attracting investment into manufacturing. Olzhas Bektenov noted that to support the production of high-tech products with a high degree of processing, it is advisable to provide for new approaches and incentive support measures. The Ministry of National Economy was instructed, within two weeks and together with sectoral government bodies, to develop measures to attract investment into projects producing high value-added products. If necessary, new types of preferences should be envisaged.
The Prime Minister emphasized the need to attract investment not only from large companies, which can bring technologies, competencies, and access to new markets, but also from small and medium-sized businesses, which form a competitive environment and ensure employment in the regions. In this regard, the Ministry of National Economy, together with the Ministry of Foreign Affairs, was instructed to immediately begin preparing an action plan for a fundamental renewal of the investment attraction system.
Reform of the public sector was identified among the Government’s priorities. Olzhas Bektenov instructed the Ministry of National Economy to legally enshrine clear boundaries for state participation in the economy, and program administrators to strengthen financial discipline, including ensuring the timely absorption of funds and the most efficient use of every tenge. The Ministry was also instructed to ensure the implementation of the Register of Mandatory Requirements and the revision of regulatory acts, taking into account the creation of the Center for Regulatory Intelligence. The Head of Government drew attention to the importance of this Register in terms of supporting small and medium-sized businesses. The need to review regulatory acts for compliance with the Entrepreneurial Code was noted.
An important area of the Government’s work remains inflation control: by the end of the year it is planned to keep it at no more than 11%. To this end, the Prime Minister instructed the Ministry of National Economy, together with the National Bank, akimats, the ministries of agriculture, trade, industry, and energy, as well as the Agency for the Protection and Development of Competition, to take all necessary measures to implement the Action Plan to control and reduce inflation.
Olzhas Bektenov also emphasized that the Government will continue work on upgrading border checkpoints, which are an important element in the development of the transport and logistics complex. Reducing border crossing time from two hours to 30 minutes has already demonstrated the effectiveness of the measures taken. By the end of the year, it is planned to complete the upgrade of eight checkpoints and the development of related logistics infrastructure. In parallel, it is necessary to develop infrastructure around customs posts — warehouses and service facilities. The Ministry of Finance, together with the ministries of transport, agriculture, digitalization, the Border Service, and akimats, was instructed to take effective measures to develop this infrastructure.
As part of efforts to develop the city of Alatau and grant it special status, the Prime Minister instructed that legislative acts concerning the legal regime and governance of the city be prepared. The Ministry of Digital Development must also, within a month, develop measures to scale up the “Smart Cities” concept, taking into account best international practices. To ensure economic growth in the regions, the Ministry of National Economy was instructed to develop a draft of legislative amendments to transform socio-entrepreneurial corporations into full-fledged development institutions with expanded functions and powers.
The Prime Minister stressed that the Government will develop a National Plan for implementing the Address: the corresponding instruction was given to the Ministry of National Economy together with the relevant government bodies.
