Olzhas Bektenov on Support for Domestic Manufacturers: Manufacturing Sector Surpasses Mining Sector. Trend Must Be Strengthened

At the Government session chaired by Prime Minister Olzhas Bektenov, measures were reviewed to develop and support domestic production within the framework of the law signed by the Head of State on further improvement of the in-country value (ICV) institute.

During the session, the Prime Minister noted that the Head of State consistently emphasizes the importance of developing domestic production as the foundation of economic growth. To ensure the competitiveness of Kazakhstani manufacturers, the Government has implemented mechanisms for developing in-country value aimed at increasing the load of domestic producers. As one of the outcomes of the measures taken – since last year, the manufacturing sector has surpassed the mining sector in terms of industrial output. The necessity of further strengthening this trend was noted.

Attention was also given to the functioning of the Unified Register of Domestic Manufacturers. The database is being created based on digital solutions with the integration of the information systems of government agencies. The Prime Minister emphasized that bona fide Kazakhstani manufacturers will be automatically included in this register. In turn, "fake manufacturers" will not be able to enter it.

“New applicants will be included in this register based on a simple application and automatic digital verification, without bureaucratic procedures. There is no need to invite experts, go through unnecessary inspections, or fill out numerous papers. I emphasize – everything will be conducted in digital mode and without human intervention. This will ensure quality control and the identification of 'dishonest' manufacturers. Starting from January 1 of next year, the register will become the only mechanism for determining a genuine domestic manufacturer, whose products will be given priority for procurement,” Olzhas Bektenov stated.

Large enterprises need to develop and adopt In-Country Value Programs with the creation of a belt of small and medium-sized businesses around them. It was emphasized that only under this condition will businesses be eligible for state support.

The In-Country Value Programs are aimed at creating conditions for ensuring direct procurement from domestic enterprises. This will stimulate the expansion and creation of new productions through localization. In addition, the necessity of creating conditions for the development of cooperation between domestic companies by expanding production chains within the country was noted.

A full production cycle within the country can be created only through productive interaction between enterprises. As a result, imports and production costs will be reduced, and the competitiveness and demand for domestic goods will increase.

“Development of in-country value is not only about creating new production, but also about the transfer of new technologies, the development of science, the creation of new jobs and new competencies. This approach will positively affect the country’s export potential, ensure economic diversification, increase employment and public welfare,” Olzhas Bektenov emphasized.

Based on the results of the Government session, the Prime Minister instructed:

  • The Ministry of Finance, together with the Ministries of Digital Development and Industry, to ensure the commissioning of the automated system of the Register of Kazakhstani Manufacturers from January 1, 2026. By August 1, all interested government agencies and quasi-public sector entities must align their by-laws regulating procurement accordingly.

  • The Ministry of Industry, together with the Ministries of National Economy and Finance, to take measures to finance the construction of infrastructure for industrial enterprises, including in the territories of special economic and industrial zones.

  • The Ministry of Industry – to develop specific measures for the development of industrial cooperation between domestic enterprises to ensure the growth of import-substituting production using advanced technological solutions.
