Government will continue to provide systemic measures to support domestic businesses

Development of a program to increase income, attract private investment, develop human capital, as well as a new procurement procedure. These and other issues were raised by the Prime Minister of the Republic of Kazakhstan Alikhan Smailov during the IX Congress of the NCE Atameken, the press service of the Prime Minister reports.

According to the head of the Cabinet, a special Program to increase the income of the population is currently being developed, within the framework of which measures are planned to equalize the imbalance in income, ensure large-scale employment, implement industrial and agricultural projects, technological modernization of production, develop human capital and much more.

In addition, according to Alikhan Smailov, in pursuance of the instructions of the President of the Republic of Kazakhstan, the Government, together with the Samruk-Kazyna Fund, developed a draft of a new Procurement Procedure. It is aimed at increasing their transparency and minimizing corruption risks. Also, the mechanism is designed to support local manufacturers and suppliers, is aimed at simplifying procurement and removing barriers to business, which will ultimately help 10,000 SMEs.

“About 10 thousand commodity items for 400 billion tenge will be purchased from domestic producers. In addition, it is planned to legislatively increase transparency and simplify the procedures for granting subsoil use rights and changing the terms of contracts,” Smailov said.

The Prime Minister paid special attention to business support, improving the investment climate and business environment. As part of these areas, today the state has provided tax incentives, developed tools to guarantee bonds of business entities, and provides concessional microcredit in mono-, small towns and rural areas.

As part of further development, together with the established Council of Domestic Entrepreneurs, measures will be taken to improve the investment climate and business environment. In addition, a new concept of investment policy has been developed, where a large role will be given to private investment.

He also noted the importance of guaranteeing by the state the inviolability of the institution of private property and the rule of law, as well as providing businesses with equal access to infrastructure.

According to Alikhan Smailov, in the future, the work of the Government will be aimed at improving the efficiency and transparency of the provision of state support measures, with an emphasis on small and medium-sized businesses in the regions.

At the end of his speech, Alikhan Smailov emphasized that it is necessary to create projects in the country that will become drivers of economic recovery and development.

The Prime Minister called on the congress delegates to take an active part in the implementation of the tasks set by the President and in the work of the recently created Council of Domestic Entrepreneurs under the Government.

Recall that last year, as Deputy Prime Minister Alikhan Smailov held meetings on the development of small and medium-sized businesses on a weekly basis. During this period, more than 160 economic issues in 18 areas of activity were considered, about 75% of the problems raised were resolved. Another 250 issues were urgently considered at a meeting with representatives of state bodies and the Chamber on Feb. 17, 2022.
