Government approves Comprehensive Plan for Socio-Economic Development of Turkistan Region for 2021-2025

During the government session chaired by the Prime Minister Askar Mamin, the Comprehensive Plan for the Socio-Economic Development of the Turkistan Region for 2021-2025 was considered. Minister of National Economy Asset Irgaliyev, Minster of Industry and Infrastructure Development Beibut Atamkulov, Minister of Energy Nurlan Nogayev, Minister of Agriculture Aidarbek Saparov, Minister of Ecology, Geology and Natural Resources Magzum Mirzagaliyev, Minister of Healthcare Alexey Tsoy, Minister of Education Askhat Aimagambetov, Minister of Culture and Sports Aktoty Raimkulova, as well as akim of the Turkistan region Umirzak Shukeyev presented their reports on the main issues.

The submitted Comprehensive Plan covered all spheres of the region's life and provides for its large-scale development, which started after the historic decision of the First President - Elbasy Nursultan Nazarbayev to create the Turkistan region and transfer the regional center to the city of Turkistan.

In his speech, Minister of National Economy Aset Irgaliyev noted that the document had been worked out jointly with government agencies and work was carried out to select projects with high potential for direct and indirect effects on the socio-economic development of the region and the creation of permanent jobs.

The plan consists of 142 measures providing for the implementation of investment projects, the development of transport, engineering and communication infrastructure, social sphere, tourism, as well as ensuring public order.

For its implementation, according to the minister, in general, 3.6 trillion tenge is needed, including from the republican budget — 539.2 billion tenge, the local budget — 339.9 billion tenge, private investment — 2.7 trillion tenge.

“If by industry, then 26 events are planned in the sphere of industry, including the construction of an oil refinery, a chemical complex and a plant for the production of household appliances, and it is also envisaged to increase the territory of the FEZ TURKISTAN by 973 hectares and others,” Irgaliyev noted.

In the field of agricultural development, it is planned to implement 93 investment projects for 810 billion tenge, as well as the creation of a food belt around Turkistan, the reconstruction of a water conduit and a pumping station, and an update of the agricultural machinery and tractors park by 37%.

As a result, by 2025, the gross agricultural product will amount to 695 billion tenge, and labor productivity in agriculture will increase 2.5 times.

“In addition, in order to develop the tourism potential of the region, it is planned to build infrastructure to the Kaskas ski resort, to build a tourist and recreational center, 3 hotels, a spiritual and cultural center in the city of Turkistan, and others. As a result, by 2025 the number of tourists in the region will increase to 2.5 million people,” Irgaliyev informed.

The plan provides for the implementation of projects for the development of housing, transport, engineering and communication infrastructure. In cities and villages, the reconstruction of water supply and sewerage systems will be carried out, as well as work on gas supply, modernization and construction of electrical networks.

As a result, 100% of the population will be covered with water supply, 85.4% — with gas supply, the wear and tear of power grids will decrease from 49.6% to 46.4%.

It is planned to build and commission 4.9 million square meters. m of housing, incl. 1.4 million sq. m of credit and rental housing.

Highways of the region will be built: South-western bypass of Shymkent, bypass of Saryagash, Eastern bypass of Turkistan, as well as a high-speed railway Turkistan-Shymkent-Tashkent.

In general, within the framework of the Comprehensive Plan, it is proposed to cover 2.3 thousand km of roads of republican and local importance with repair and reconstruction, which will allow to bring the share of local roads in good and satisfactory condition to 99.5% by 2025.

In the healthcare sector, a multidisciplinary hospital with 570 beds (PPP), three polyclinics for 500 visits per shift, an ambulance station, and a Center for Motherhood and Childhood will be built.

In the field of education, in order to liquidate 3-shift and emergency schools, as well as to reduce the shortage of student places, 130 new schools will be built.

In addition, it is planned to build the Nazarbayev Intellectual School and the Daryn boarding school with a hostel.

It is planned to restore mausoleums, historical sites of the Kultobe settlement, landscaping the territory of the Azret Sultan Museum-Reserve in Turkistan, etc.

Work will also be carried out to increase the coverage of citizens engaged in physical culture and sports to 45%. For this, a tennis center, an ice palace, an equestrian sports complex and other facilities will be built.

In addition, measures are envisaged to ensure public order in the region. In particular, a complex of buildings and an operational management center of the Police Department, fire stations will be built.

“The implementation of the Comprehensive Plan will ensure by 2025 the creation of about 40 thousand new jobs, an increase in investments in fixed assets by 3 times and in industry by 35%, an increase in labor productivity by 52.1%, an increase in real incomes of the population by 54.8%. GRP growth will amount to 6.3% by 2025,” Irgaliyev noted.

In general, the implementation of the Comprehensive Plan will make it possible to realize the economic potential of the region, give impetus to the inflow of private investment and ensure an increase in the quality of life and well-being of the population.

According to the Minister of Industry and Infrastructure Development Beibut Atamkulov, within the framework of the updated draft of the Comprehensive Development Plan of the Turkistan Region, the ministry is the responsible executor for 14 measures totaling 944.9 billion tenge, of which:

  • in the field of housing construction and housing and communal services — 4, in the amount of 142, 5 billion tenge;
  • in the field of roads — 7, in the amount of 325.3 billion tenge,
  • in the field of transport — 2, in the amount of 469.3 billion tenge,
  • in the field of industry — 1, in the amount of 7.8 billion tenge.

Until 2025 in the region within the framework of the Nurly Zher program, it is planned to introduce 4.9 million square meters or 46 thousand dwellings, including within the framework of the Comprehensive Plan, it is planned to provide 1.4 million square meters of rental and credit housing or 23 thousand apartments at the expense of state funds.

“To provide the necessary engineering infrastructure in the areas of mass housing development by 2025, it is planned to allocate 78.1 billion tenge. 64 thousand land plots will be provided with engineering infrastructure,” Atamkulov noted.

For the modernization of residential buildings in the Turkestan region this year, 3.3 billion tenge is provided for the modernization of 101 apartment buildings from the Republic of Belarus.

Until 2025, it is planned to modernize 240 multi-apartment residential buildings in the amount of 4.6 billion tenge. In general, from 2021 to 2025, 341 multi-apartment residential buildings will be repaired in the amount of 7.9 billion tenge.

In urban settlements of the Turkistan region, there is 98.9% access to water supply services.

According to the minister, access in rural areas is 92.1%. In 2021-2025, it is planned to build and reconstruct water supply systems in 836 rural settlements. Also, in 49 rural settlements, integrated water purification block modules will be installed at the expense of the local budget.

By the end of 2025, 100% of the region's population will be provided with high-quality water supply services.

Within the framework of the Comprehensive Plan for 2021, the allocation of funds from the Republic of Belarus in the amount of 14.1 billion tenge is supported for the implementation of 58 water supply and sanitation projects. At the expense of the allocated funds, it is planned to build and reconstruct 743 km of water supply and sewerage networks. Also, 19.5 thousand people will be additionally provided with water supply services. In general, 638 jobs will be created in these areas.

“In the field of the road industry, until 2025, within the framework of the Comprehensive Plan, about 2,276 km of republican and local roads will be repaired and reconstructed. Due to the work performed in the region, the indicator of roads in the normative state will reach — republican value 100% and local value 99.5%,” Atamkulov noted.

The measures taken will make it possible to reconstruct and repair 3 republican and 3 local roads, as well as regional and district roads with a length of 1,995 km of roads to 28 rural settlements.

As part of the Comprehensive Plan for the construction of the infrastructure of the territory of the FEZ, 7.9 billion tenge is provided. In addition, it is planned to implement 37 projects worth 352.7 billion tenge with the creation of 6,396 jobs.

In the railway sector, the Comprehensive Plan provides for the implementation of projects for the construction of a high-speed railway Turkistan - Shymkent - Tashkent and a railway line Darbaza - Makhtaaral with further access to the territory of Uzbekistan.

According to the minister, this issue has been worked out in accordance with the Protocol between the Governments of Kazakhstan and Uzbekistan, following which in June this year. it is planned to hold a meeting with the Ministry of Transport of Uzbekistan to discuss these projects.

In turn, the Minister of Energy of the Republic of Kazakhstan Nurlan Nogayev informed that as of Jan. 1, 2021, the natural gas supply of the region is 64.4%, or about 1.3 million people are provided with natural gas.

“The submitted draft of the Comprehensive Plan as part of the gasification of the region provides for the implementation of the following projects, such as the construction of a main gas pipeline from an automated gas distribution station in the Sozak region and 3 automated gas distribution stations in the Maktaaral region, and it is also planned to build gas distribution networks and gas supply pipelines to settlements,’’ said Nogayev.

In general, according to the plans of the Akimat of the Turkestan region, by 2026 it is planned to increase the number of gasified settlements from 423 to 722 units or expand the coverage of the population with gas from 1,274 thousand people to 1,720 thousand people, which will make it possible to bring the level of gasification of the region from the current 64.4% to 85.4%.

The akimat plans to achieve these indicators within the framework of budget programs, including 003 BP (ME RK) and Auyl - El Besigi (MNE RK), as well as at the expense of the local budget and other investments.

According to the Minister of Energy, the project of the Comprehensive Plan provides for the implementation of 11 projects in the field of power supply for a total amount of 49.7 billion tenge.

Some of the major projects are:

  • Construction of a 110/35/10 kV substation Soltustik with a capacity of 2x25 MVA with a 110 kV line in the city of Turkistan;
  • Construction of the substation 220/110/10 kV Badam in the Ordabasy region;
  • Construction of a 220/110/10 kV support substation Ortalyk with a capacity of 2x125 MVA in Turkistan.

As Nogayev emphasized, the implementation of the presented projects will provide high-quality and uninterrupted power supply for over 500 thousand people, create 200 new jobs, including 30 permanent jobs.

Also, in accordance with the Comprehensive Plan, it is envisaged to build a CHP in the city of Turkistan worth 40 billion tenge within the framework of a public-private partnership mechanism.

Minister of Ecology, Geology and Natural Resources Magzum Mirzagaliyev noted that according to the Comprehensive Plan of Socio-Economic Development of the Turkistan Region in the field of water supply and the development of irrigated agriculture, 8 projects are envisaged for a total amount of about 56 billion tenge.

“To supply water to the food belt of Turkistan, this year the construction of the Kensai-Koskorgan-2 reservoir near the city of Kentau is being completed. As a result, 18.5 million cubic meters will be accumulated. m, 2.5 thousand hectares of new irrigated land were commissioned, 1.4 thousand jobs were created in agriculture. The additional volume of agricultural production will amount to 1.5 billion tenge per year,” Mirzagaliyev said.

It is also planned to overhaul 2 sections of the Turkestan main canal with a length of 84 km. As a result, the water supply of irrigated lands on an area of ​​36.3 thousand hectares will improve, water losses will decrease from 127 to 52.0 million cubic meters. m / year. This will create 6.2 thousand jobs in the countryside. The additional volume of agricultural production will amount to 5 billion tenge annually. At the same time, work on the repair of the 59 km section is already underway.

In addition, in order to ensure further recharge of the Koskorgan reservoir, the issue of mine drainage and vertical drainage well installations from the city of Kentau is being studied.

In agriculture, 5 projects for the construction, reconstruction and overhaul of hydraulic structures worth 39 billion tenge will be implemented. This will improve and guarantee water supply for more than 79 thousand hectares of irrigated land, and will make it possible to create an additional 5.1 thousand jobs.

In addition to the activities of the Comprehensive Plan, at the expense of the Republican budget and attracting financial resources from the World, European and Islamic Banks, work is being carried out to develop and increase irrigated agriculture.

As the Minister of Ecology, Geology and Natural Resources noted, through the reconstruction and restoration of the irrigation infrastructure, water supply will be improved on an area of ​​62 thousand hectares, 1.9 thousand km of canals will be reconstructed and built, and losses of irrigation water will be reduced by 200 million m3 annually. This will create 12 thousand permanent jobs, with a production volume of agricultural products up to 40 billion tenge.

“In order to improve the ecological situation in the city of Turkistan, the regional akimat in 2019 began work on the creation of a green belt around the city of Turkistan on an area of ​​7.7 thousand hectares. Of these, 3.8 million seedlings have been planted in 2 years on an area of ​​4.7 thousand hectares,” added Mirzagaliyev.

Minister of Healthcare Alexey Tsoy reported on the prospects for the development of the health sector in the region.

In general, according to the minister, the construction of 10 objects is envisaged. Of these, 7 are in the city of Turkestan and three objects in the cities of Arys and Saryagash. In the city of Turkestan, it is planned to build a regional multidisciplinary hospital for 570 beds within the framework of PPP. It is also planned to build a regional children's hospital for 190 beds in Turkistan, a perinatal center for 240 beds at the central regional hospital in the city of Saryagash, a city polyclinic for 500 visits per shift in the city of Saryagash, a city polyclinic for 500 visits per shift with an ambulance station. assistance in the city of Arys, etc.

In the field of education, according to Minister Askhat Aimagambetov, it is planned to build three schools, as well as the Daryn school for 700 places with a hostel for 500 places and the Nazarbayev Intellectual School.

A large block — 27 events are planned in the spheres of culture and sports.

Today, according to departmental statistics, 4,529 sports facilities function in the Turkistan region. The share of the region's population who systematically go in for sports is 32.1% of the people.

In the field of sports, 13 projects are envisaged, including the construction of two facilities with the attraction of private investment and 8 infrastructure projects at the expense of the local budget.

“The implementation of these projects will contribute to the development of mass sports and will increase the coverage of citizens involved in physical culture and sports up to 45% in 2025,” said Raimkulova.

According to the minister, today the number of tourists in the Turkistan region is 1 million 2 thousand people.

To increase the tourist flow to the region, it is planned to develop the infrastructure of the tourist and recreational centers of Turkistan and Kaskasu in the Tolebi region. In order to further expand interregional cooperation, work will be continued on the development of existing tourist routes, as well as new tourist products will be formed along the Great Silk Road.

Within the framework of the Comprehensive Plan, 11 investment projects will be implemented, 9 of them at the expense of private investments.

It is planned to implement comprehensive measures to develop the tourism industry in the region, such as improving the quality of tourism services provided, providing new measures of state support to the subjects of tourism activities, increasing transport accessibility of Turkistan and the Turkistan region, etc.

As a result of the measures taken, the number of tourists is expected to increase to 2,5 million people, 291 thousand visitors will be served by placements, the number of people employed in the industry will be 30 thousand people in 2025.

According to statistics, there are 703 cultural sites in the region. One of the priority tasks is the further development of infrastructure within the framework of government programs and private investments. 13 cultural objects will be put into operation.

Large-scale works are planned within the framework of the programs Rouhani Zhangyru and ‘’Seven Facets of the Great Steppe", which are aimed at scientific restoration of monuments and archaeological research.

Within the framework of the Comprehensive Development Plan for the region, it is envisaged to implement 3 projects to preserve the historical and cultural heritage, including the restoration of historical sites of the Kultobe settlement, the improvement of the territory of the Azret Sultan Museum-Reserve, as well as the restoration of the mausoleums of Khoja Akhmet Yasaui and Rabiya Sultan Begim, the fortress wall of the citadel in the city of Turkistan.

In 2025, restoration work will be completed at 59 sites and 24 archaeological studies will be carried out. As a result, the number of visitors to the main historical and cultural object — the mausoleum of Khoja Akhmed Yasaui will increase to 2.3 million.

In general, the development of sports infrastructure will create conditions for equal access of the population to physical culture and sports. Also, the proposed measures are aimed at preserving, developing and popularizing the historical and cultural heritage of the region in the country and abroad, creating comfortable conditions for the stay of tourists, which will increase the tourist attractiveness of Kazakhstan.

As the akim of the region Umirzak Shukeyev noted, a lot of work has been done in recent years to form Turkestan as a cultural and spiritual center of the Turkic world. Akim expressed great gratitude to everyone who took an active part in the development of the region, especially noting the role of private investors. Last year the regional economy grew by 41%.

A special comprehensive plan was approved. The first stage of development of the city of Turkistan has been completed, the main social infrastructure has been laid.

123 objects have been built, including a new international airport, administrative-business and cultural-spiritual centers, Sattarkhanov Avenue has been reconstructed, special economic and industrial zones have been created. The city of Turkistan is fully gasified, a green belt of 13 thousand hectares has been created. The number of tourists coming to Turkestan has increased.

According to the akim, taking into account the 40% fulfillment of the Comprehensive Plan, the implementation of the II stage of the development of Turkistan was proposed and supported.

Within the framework of the II stage of the development of Turkistan, 109 projects will be implemented. For these purposes, 1.3 trillion tenge of investments were directed.

A fattening complex for 10 thousand heads of cattle, a commercial dairy farm for 1,200 heads will be built.

57 projects will be implemented in the administrative and business center, a new tennis center, an Ice Palace, a rowing canal, recreation areas will be built, the necessary infrastructure will be built.

On the territory of Sattarkhanov Avenue, projects of a sports complex, the Yassinsky Linear Park, large shopping centers, the Botanical Garden with an area of ​​182 hectares, and the Park Line cottage complex will be implemented.

The restoration of historical objects will be carried out in the cultural and spiritual center.

According to the akim, as a result of the implementation of the Comprehensive Plan in 2025, the gross regional product of the region will amount to 3.6 trillion. reaching the level, 40 thousand new jobs will be created, the well-being of the population will improve, which will have a multiplier effect on the regional economy.

“Implementation of the Plan will allow the region to become self-sufficient and prosperous,” Shukeyev said at the end.
