Prime Minister instructs to ensure quality and timely implementation of road projects

Issues of construction and reconstruction of roads were considered at the meeting of the Republican Headquarters for the implementation of the Election Programme of the Head of State, chaired by Prime Minister Alikhan Smailov.

Opening the meeting, the Prime Minister said that by 2030 the task to ensure quality construction and reconstruction of 8,000 km of national and 14,000 km of local roads has been set.

Minister of Industry and Infrastructural Development Marat Karabayev reported on the work and plans.

According to him, this year's repair work will cover 11,000 km of roads, including 7,000 km of the national network. Currently, 85% of the 70,000 km of local roads are in a good condition. Good indicators of condition of local roads are observed in Zhambyl (97%), Mangystau (96%) and Pavlodar (91%) regions, indicators are below average in 3 regions: West Kazakhstan (46%), Aktobe (72%) and Atyrau (72%) regions.

In addition, the Ministry is working on the implementation of new road projects in the period from 2024 to 2030 with the involvement of international financial institutions with a total length of 4.4 th. km. Particularly, "Zhezkazgan-Karagandy" for 513 km, "Astana-Kostanay-Russian Federation" for 830 km, "Beineu-Shalkar" for 515 km, "Atyrau-Dossor" for 86 km, "Kyzylorda-Aktobe" for 1,101 km, "Aktobe-Uralsk" 628 km.

Chairman of the Board of KazAvtoZhol Company Meyrhat Kasymbayev and akims of a number of regions also spoke at the meeting.

Prime Minister said that the state of roads and transport infrastructure are the most important factors in the development of domestic and foreign trade.

However, according to him, recently the quality of roads has caused fair criticism. Poor road pavement leads to accidents and casualties, reduces transit flow and also has a negative impact on the country's image.

"Particular public discontent is caused by ongoing repairs. Numerous videos and photos can be found on the Internet when the work is not carried out according to regulations, in rainy or even snowy weather," Alikhan Smailov said.

As an example, the Head of Government cited facts when road paving was done on snow in Kokterek village of Abay region, and in Pavlodar the paving was simply thrown on the road. In some regions, without waiting for action from local executive bodies, villagers repair roads on their own. This was the case in Ryskulovo village of Almaty region, Atameken village of Mangystau region. In addition, there are facts when repair work is carried out on the same sections every year.

Alikhan Smailov demanded a radical change in the approach to road construction.

Regional Akimats were instructed to ensure quality work on construction and repair of the local road network. All procedures for public procurement and purchase of construction materials should be completed as soon as possible, so that companies could begin their work as soon as the construction season starts.

In addition, the Prime Minister instructed to ensure the completion of the most important road projects, such as "Merke-Burylbaital", "Aktobe-Atyrau-Astrakhan", "Almaty-Ust-Kamenogorsk", "Unege-Beisen", "Kaztalovka-Zhanibek", "Usharal-Dostyk" by the end of this year.
