Askar Mamin: Distribution of flats to large families in need will start from May 1, 2019

Progress in the implementation of Nurly Zher and 7-20-25 programs was reviewed at the Government meeting. Minister of Industry and Infrastructure Development Roman Sklyar, Chair of the Baspana Mortgage Company Kairat Altynbekov, as well as akims of Pavlodar and West Kazakhstan regions, where there is a failure to reach the program’s indicators presented their reports.

“The programs Nurly Zher and 7-20-25 are the basis of the Head of State’s policy to improve the living conditions of the population,” said the Prime Minister Askar Mamin, indicating the need to take action in the following areas.

First. Further housing construction.

“This year we have to build 13.1 million square meters. Akims and relevant government agencies need to accelerate the pace of work on the allocation of land, infrastructure and utilities, as well as support for investment housing programs,” said Mamin.

At the same time, in accordance with the Head of State’s instructions, it is necessary to maintain a single architectural appearance in individual housing construction. This order, as the Prime Minister noted, is observed only in three regions: Aktobe, North Kazakhstan and Kostanay regions. In other regions, work is just beginning. In this regard, it is instructed to intensify work in this direction.

Second. Amendments to the Nurly Zher State Program on behalf of the Head of State.

As part of the implementation of social support measures for the President, annually about 6 thousand needy large families will be provided with housing for 5 years.

“From May 1, we will start the distribution of apartments to the needy, 22.5 thousand families will receive housing through a loan from the Housing Construction Savings Bank,” Mamin said.

It is noted that this mechanism will be launched after making amendments to legislative acts.

Third. Increasing local content in construction up to 90%.

At an extended meeting of the Government, the Head of State set a goal to increase local content. Production of building materials is one of the special areas of the program of the economy of simple things, for the implementation of which 600 billion tenge has been allocated.

“For this purpose, concessional lending and state support measures are provided. It is necessary to develop new projects, the Prime Minister stressed. “The use of local products has a multiplier effect on related sectors of the economy, creating jobs.”

For example, large-scale construction is underway in the city of Turkestan, where, as noted by Mamin, projects for the production of building materials should be implemented. In general, it was entrusted to create similar production in all regions.
