"Programmed PPP" to accelerate the process of privatization in Kazakhstan — R. Dalenov

First Vice Minister of National Economy Ruslan Dalenov, within the framework of the press conference, told about the advantages of the new mechanism of public-private partnership development — programmed PPP.

R. Dalenov said that at the beginning of this year on the main objects of public-private partnership, the Ministry of Education and Science of the Republic of Kazakhstan developed standard documents that allow investors to calculate in advance all the nuances of forthcoming cooperation with local executive bodies and parameters of possible projects.

"We called the new mechanism a programmed PPP. Its essence is that in sectoral programs the names of projects, prices and conditions are already prescribed in advance. Business will not have to prepare unnecessary concepts, pass unnecessary examinations. Entrepreneurs will know in advance what revenues can be expected, if, for example, they take a kindergarten or a hospital under a PPP contract," the Vice Minister explained.

He noted that the programmed PPP will be implemented in the form of a public offer, and the conclusion of contracts will be very simple.

According to R. Dalenov, the programmed PPP will dramatically increase the number of public-private partnership projects, and will accelerate the privatization program. This is because of the fact that the transfer to PPP is one of the forms of transferring the state object to private hands.
