The activities of the Government of Kazakhstan on the development of business environment will significantly reduce the burden on entrepreneurs by 2020. This informed by the Minister of National Economy Timur Suleimenov during a briefing in the Government's press center on the theme "Implementing the Second Priority of the President's Address "Cardinal improvement and expansion of the business environment".

Timur Suleimenov reported that, as part of the execution of instructions of the President to expand the business environment, extensive work is being done to reduce excessive state regulation.

Thus, for example, the control and supervisory activities are being reformed. In particular, the introduction of preventive control is proposed, which is aimed at prevention of offences without initiating administrative proceedings, unlike the current system of inspections. In addition, it is planned to exclude a number of duplicate spheres of control and supervision, as well as reduce about 50% of all inspection requirements.

In general, the reform of state control and supervision will reduce the number of inspections by 30% by the next year, and by another 10% until 2020.

In addition, work is underway to optimize the licensing system. Last year, a reform was carried out to reduce the list of permits, as a result, their number decreased from 708 to 316.

Work in this direction continues, following the audit of the licensing system, 91 permits have been identified issued by monopoly enterprises and quasi-state actors, which are not fully regulated by law. In this regard, their list will be formed and legally regulated.

Also, work continues on the further development of the Institute of self-regulation, introduced in 2016. Already, this model on a voluntary basis operates in the areas of bookmaking, environmental auditing, tax counselling and fire safety.

Work is underway to introduce compulsory self-regulation in six areas, in particular in valuation, notarial, advocacy, audit activities, as well as in environmental auditing activities and a non-departmental complex expertise of construction projects. Currently, stimulus measures are actively being developed to join businesses into voluntary self-regulating organizations.

In addition, work will continue on reducing the frontal costs of business related to payment for public sector enterprises, natural monopoly services. Based on the results of the analysis of prices and tariffs for these services and taking into account business proposals, measures were developed aimed at reducing paid services and reviewing tariffs.
