Government Work Focused on Effective Use of Potential in Economic Sectors — Olzhas Bektenov

At the Government session chaired by Prime Minister of the Republic of Kazakhstan Olzhas Bektenov, the results of the country’s socio-economic development and execution of the republican budget for the first half of 2026 were reviewed.

Reports were delivered by Deputy Prime Minister – Minister of National Economy Serik Zhumangarin, Chairman of the National Bank Timur Suleimenov, Vice Minister of Finance Yerzhan Birzhanov, heads of sectoral ministries, and regional akims.

In January–June of the current year, GDP growth amounted to 4.1%. Deputy Prime Minister – Minister of National Economy Serik Zhumangarin reported that the real sector grew by 5.1%, and services production by 3.5%. Positive dynamics were also recorded in construction — 15.2%, manufacturing industry — 9.8%, and transport services — 7.1%. Trade volume increased by 5.7%, agriculture by 4.4%, and communication services by 4.3%.

According to the National Bank, inflation for the first half of the year stood at 10.3%. To stabilize prices, the Government and the National Bank continue to implement joint measures.

Deputy Minister of Finance Yerzhan Birzhanov reported on the execution of the republican budget. Revenues excluding transfers amounted to 8.5 trillion tenge. Expenditures were executed at 98.2%. 3.6 trillion tenge was allocated for pension and benefit payments, 3 trillion tenge for support to regions, and 1.3 trillion tenge for the real sector.

Prime Minister Olzhas Bektenov noted that, on the instruction of the Head of State, the Government will continue systematic work to ensure the dynamic development of the country.

“With the adoption of the new Constitution, large-scale transformations are being carried out in the country’s socio-economic development. In line with the tasks set by the Head of State, a transition to a new model of sustainable economic growth is underway. Processes have been launched for active diversification of the economy, formation of a modern investment ecosystem, development of innovative clusters, and high-productivity industries. The work of the Government is focused on the most effective use of the available potential in economic sectors,” Olzhas Bektenov emphasized.

For further sustainable economic development, Prime Minister Olzhas Bektenov issued a number of instructions.

First. The Ministry of Industry and Construction has been tasked with developing additional mechanisms to stimulate the metallurgical industry within one month. In non-ferrous metallurgy, together with Tau-Ken Samruk, full loading of domestic enterprises must be ensured, including organizing supplies of imported gold for refining inside the country. In ferrous metallurgy, within the framework of the Qarmet company modernization program, it is instructed to expand the range of products most in demand in the domestic and foreign markets.

The Ministry of Industry and Construction, together with regional akimats, must conduct a review of all investment projects within one week, identify problematic issues, and determine specific response measures. In addition, within one month, it is instructed to submit to the Government a draft of amendments for the introduction of new mechanisms to improve the efficiency of special economic zones.

The Prime Minister instructed to maintain the achieved pace of construction works and keep housing commissioning under special control. It is also necessary to immediately begin implementing a large-scale program for the construction of social and infrastructure facilities on the instruction of the Head of State. Special emphasis is on the construction of modern healthcare facilities.

Second. The Ministry of Energy has been instructed to conduct negotiations with all subsoil users and develop a specific action plan to achieve planned indicators for oil and gas production. Taking into account the potential of coal chemistry, it is necessary to intensify work on attracting private investment in coal processing projects and expand support measures for potential investors.

The Prime Minister emphasized that further industrialization and digitalization of the country, as well as meeting the growing needs of infrastructure, require increasing energy capacity. Olzhas Bektenov also reminded of the personal responsibility of the heads of the Ministry of Energy and the Samruk-Kazyna Fund for the timely commissioning of Almaty CHPP-2, CHPP-3, and the combined-cycle plant in the Turkestan Region. The management of Samruk-Energo has been instructed to take daily control over the work and complete the modernization of Almaty CHPP-3 by the end of the year. In case of failure to complete the work on time, the issue of personal responsibility of the company’s executives will be considered.

Third. Currently, projects are being implemented in the transport sector that should ensure an increase in the volume of railway transit traffic to 55 million tons per year. In this regard, the Ministry of Transport, together with Kazakhstan Temir Zholy, has been instructed to complete the construction of key railway lines and the reconstruction of stations by the end of the year.

When constructing and reconstructing roads, it is necessary to ensure their compliance with regulatory requirements. To increase multimodal transit, the Ministry of Transport, together with the Ministry of Artificial Intelligence and Digital Development, has been instructed to implement modern tools with subsequent integration into a single Smart Data Transport data lake. This will increase the transparency of the industry and more actively introduce AI-based solutions.

Fourth. In agriculture, the main tasks are the stable passage of the vegetation period, high-quality conduct of the harvesting campaign, and timely implementation of investment projects.

The Ministry of Agriculture, together with the Agency for Protection and Development of Competition, has been instructed to grant the Food Corporation the powers of an operator for reimbursement of costs in the transportation of grain processing products. Also, together with the Atameken National Chamber of Entrepreneurs, it is necessary to introduce investment subsidizing for the modernization of cotton-processing enterprises and transportation of sugar beets.

Regional akimats, together with the Ministry of Agriculture, have been instructed to accelerate the purchase of breeding stock within the Livestock Development Program to saturate the market with meat products and increase their exports.

Fifth. The Prime Minister noted that each region must effectively use its potential to ensure growth in trade. Border regions and territories with high tourist attractiveness have special opportunities in this direction. In this regard, it is necessary to engage the potential of special economic and industrial zones by forming modern centers of trade, processing, and entrepreneurship on their basis.

Regional akimats have been instructed to develop regional roadmaps for trade development, identifying specific growth points, investment projects, and target indicators for increasing trade turnover.

All government agencies, together with the Atameken National Chamber of Entrepreneurs, must establish close interaction with entrepreneurs in the regions and provide comprehensive support for their business initiatives.

“Each manager bears personal responsibility for achieving planned indicators of economic growth by sectors and regions. We cannot slow down the achieved pace. It is necessary to mobilize all available resources,” Olzhas Bektenov emphasized.
