At the meeting of the Government chaired by the Prime Minister Bakytzhan Sagintayev, the Minister of Labor and Social Protection of the Population, Tamara Duissenova reported on the ongoing work on the digitization of the social and labor sphere.
As noted by T. Duissenova, the Unified Information System operates, covering the entire social and labor sphere, labor relations and employment, pension, social security, social insurance, social services, migration.
"This system accompanies Kazakhstani people from birth through the whole life cycle and provides automated services at all stages," the Minister stressed.
The volume of services provided is constantly growing. Over 19 million services have been provided for this year, 17% of which are through the eGov portal. Data on all service recipients is updated online, which allows monitoring of the provision of social rights of citizens and, if necessary, making relevant decisions.
As part of the execution of the President’s instructions, since October 2017, the Unified Electronic Labor Exchange operates. For a month and a half, by means of the Single Electronic Exchange, 15 thousand job seekers found a job that corresponds to their specialization and experience. Today, more than 8 thousand resumes and about 30 thousand vacancies are placed in the electronic exchange. The exchange is already working, from the next year, all 199 employment centers (today 4), about 10 Internet sites for employment (today 2) will be connected to it and the number of involved private employment agencies will approximately double (today 19).
"The introduction of the Unified Labor Exchange will make it possible to double the employment rate of applicants to 20% by 2025 from the current 10% of the total number of people in need of employment (2.2 million people)," T. Duissenova said.
At the same time, on the basis of the Unified Electronic Labor Exchange for the self-employed (with income below 12 minimum salaries), a simplified registration mechanism will be implemented in the state revenue bodies.
Also, a system for the unified registration of labor contracts for employers and employees will be introduced. According to the speaker, the transfer of labor contracts into electronic format will allow us to abandon paper labor books and prepare the way for the introduction of universal income declaration.
In the system of social security for people with disabilities, the transition to a composite service for medical and social expertise has been carried out, that is, now a person applies only to one organization to receive the corresponding social services, instead of three. According to T. Duissenova, the services will become even more accessible — there will be no need to be personally present at the survey, the application will be submitted electronically via eGov. Another project is the social register of destitute citizens.
In conclusion, T. Duissenova noted that further digitization of the social and labor sphere will be carried out in accordance with a number of topical challenges: updating the social status of citizens, preventing serious social risks and switching state services to a pro-active format. To successfully solve these issues, the development of the Ministry's information resources will be continued within the framework of the state program Digital Kazakhstan.
Also, the Minister of Information and Communications D. Abayev delivered a report on the activities envisaged in the digitization of the social and labor sphere, according to the draft state program "Digital Kazakhstan".
