Today at the meeting of the Government chaired by the Prime Minister Bakytzhan Sagintayev, the Deputy Chairman of the Agency for Civil Service Affairs and Anti-Corruption, Aigul Shaimova, presented the National Report on the State of Civil Service in Kazakhstan.

Aigul Shaimova noted that the Agency have prepared the draft National Report on the State of Civil Service for the first time. The draft Report contains the stages of development of the civil service of the country, analysis of the current state of the system, assessment of international experts, as well as proposals for further improvement of this sphere.

In particular, the stages of development of the civil service through the prism of the execution of the country’s strategic documents are given in the first section.

"Over the years of independence, three reforms have been carried out in this sphere. All of them were directly connected with the processes of state transformation and the establishment of the public administration system. The institutionalization of this direction began with the signing of the Presidential decree "On Civil Service", said Aigul Shaimova.

According to the deputy chairman of the ACSAAC, today, as a result of consistent reforms, a unique model has been created that is based on the principles of meritocracy, efficiency and accountability to society.

"In 20 years, our country has risen 65 positions in the World Bank's ranking in terms of the Government Effectiveness," Aigul Shaimova noted.

The second section provides an analysis of the state of the civil service for the entire period of independence.

As the review shows, today in many respects, the civil service in Kazakhstan meets international standards, and is ahead others by some of them. Thus, unlike some countries, Kazakhstan avoided problems with the aging of the state apparatus and gender imbalance. The qualitative composition of civil servants has improved: now 92% of civil servants has higher education. Stability of the state apparatus is ensured.

Aigul Shaimova also talked about the ongoing work on the further motivation of civil servants.

"As you know, this year a new system of labor remuneration is being tested. The pilot is passing on the basis of four state bodies. Also, to increase the attractiveness of civil service in the countryside for employees working in rural areas, the project ‘With diploma – to the village’ will be distributed. This will allow them to provide social benefits for the acquisition and construction of housing," the deputy chairman of ACSAAC said.

In addition, to date, the issue of rooting out the excessive working hours is being addressed. As a mechanism, it is proposed to eliminate the imbalance in the distribution of the regular number of regions.

The final chapter of the National Report outlines the prospects for further development of the civil service and tasks aimed at ensuring the country's entry into the world's top thirty countries.

In general, the document will identify the main directions for the further formation of a professional state apparatus.

Summing up the consideration of the issue, the Prime Minister noted that the Government approves the National Report on the State of Civil Service and instructed the Agency for Civil Service Affairs and Anti-Corruption to submit the Report to the Office of the Prime Minister by 1 March, so that in the future send it to the Presidential Administration.
