Government approves Interregional Scheme of Territorial Development of Aktobe Agglomeration

Today at the Government meeting chaired by the Prime Minister Bakytzhan Sagintayev, the Minister for Investments and Development, Zhenis Kassymbek, presented a draft interregional scheme for the territorial development of the Aktobe agglomeration.

According to Zhenis Kassymbek, as part of the development of the transport and logistics potential of the Aktobe region, the reconstruction of the Western Europe - Western China International Transit Corridor and the construction of the railway lines Khromtau - Altynsarin, Zhezkazgan - Saksaulskaya - Shalkar - Beineu, have been completed.

In order to increase the mobility of the population and ensure the free movement of cargo, it was proposed to build 63 km of road rounds of Aktobe (the Great South and Western roads), the reconstruction of the Central - West corridor at the Kandyagash-Makat section, the highways of the republican significance: Aktobe - Atyrau - the border of Russia (to Astrakhan), (on the section Aktobe - Kandyagash), Aktobe - the border of Russia (to Orsk), to make major repairs of five highways of regional and 20 of regional significance.

The construction of 143 km of electrified railway lines (Bestamak - Kuraily and Bestamak - Khromtau) is planned, as well as the construction of transport and logistics centers in the cities of Aktobe and Kandyagash.

In addition, it is planned to create 8 transport-transfer nodes: in the center of the agglomeration — Aktobe and in the main transport directions (Atyrau, Kostanay, Uralsk, Orenburg, Shubarkuduk, Orsk and Martuk) to regulate transport flows in the agglomeration area.

"The proposed measures will contribute to strengthening of the role of Aktobe city as a strategic hub of the country," said Zhenis Kassymbek.

Also, as the minister said, the interconnected development of the agglomeration's engineering infrastructure will fulfill the need of the population and business for water, gas and energy supply.

In addition, according to the scheme, the construction of an interconnected 500 kV Ulke-Atyrau air-track is proposed to meet the electricity needs of the agglomeration and the Western region as a whole.

At the same time, it is planned to reconstruct and modernize existing, construct new power grids and structures (110 kV Substations of Batys, Vostochnaya, expansion of the Vostochnaya substation, etc.) and involve renewable energy sources in the balance sheet with attraction of private investments (wind stations 48 and 300 MW in the Kargaly District, a solar station in the city of Alga) to provide a forecasted electricity demand of 6.3 billion kWh by 2030.

"The gasification of the agglomeration will reach 99% due to the construction of interurban and inter-settlement gas networks. Implementation of measures to develop the water supply infrastructure will ensure access to 70 settlements to centralized water supply," said Zhenis Kassymbek.

For the development of social infrastructure it is proposed to increase the 100% coverage of children by preschool education. By 2030, the number of places in pre-school organizations will increase by 2.5 times and will reach about 85 thousand.

"Taking into account the growth of the prospective population, it is necessary to eliminate three-shift and emergency schools until 2020. By 2030, the number of student places will increase by 58% and amount to 141.5 thousand. The development of outpatient and polyclinic organizations will increase the number of visits per shift by 56% (16.7 thousand visits per shift) by 2030. The housing stock of the agglomeration will increase from 12 to 26 million m2, while the security will increase from 21 to 28 m2 per person by 2030," Zhenis Kassymbek summed up.

Also, the Minister for Investments and Development noted that in order to improve the ecological condition of the agglomeration area, it is necessary to strengthen air protection measures, construction and reconstruction of sewage treatment facilities in Aktobe and district centers.

"The introduction of an effective system for management of solid domestic waste (note the construction of 18 landfills, a garbage processing plant in Aktobe, waste sorting lines in the cities of Kandyagash, Khromtau, Alga) will provide 100% coverage of services for their collection and export and bring their volume processing up to 40% by 2030," the Minister Zhenis Kassymbek explained.

With the aim of preserving natural ecosystems and biodiversity, the creation of a regional natural park Kargalinsky (Kargalinsky district) and a geopark on the Aidarlyasha section (Khromtau district) is proposed.

To eliminate the objects of "historical" pollution, it is necessary on the territory of the agglomeration to clean the Ilek River from hexavalent chromium and boron, and eliminate the waste from the former Alginsky Chemical Plant.

"The proposed measures will contribute to the comprehensive development of the Aktobe agglomeration taking into account the existing resource potential and positioning of the region on a country scale, and will ensure the implementation of the region's competitive advantages in the future," Zhenis Kassymbek concluded.
