Establish specific legislative norms for manufacturers' access to wholesale and retail markets — Alikhan Smailov

The Prime Minister held a meeting to implement the instructions of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev.

Prices for socially significant food products by region, stocks in stabilization funds and antimonopoly response measures were considered, the press service of the Prime Minister reports.

In terms of regions, the maximum increase in prices for the week was recorded in Almaty by 0.6%, East Kazakhstan, Kostanay and Kyzylorda regions by 0.4%.

Over the past week, stocks of potatoes in the amount of 100.7 thousand tons have been formed in the stabilization funds. Also 31.7 thousand tons of carrots, about 24.5 thousand tons of cabbage, 23.5 thousand tons of onions, 11.6 thousand tons of buckwheat and 22 thousand tons of sunflower oil were stored.

To date, the regions have begun selling from these stocks to contain prices for vegetable products.

“In some wholesale and retail markets, there is an unreasonable overstatement of prices. It shouldn't be. Ultimately, this affects inflationary processes. It is necessary to restore order in this area. Possibly in cooperation with the supervisory authority. In addition to operational measures, systemic measures are also needed to establish specific legislative norms for producers' access to wholesale and retail markets,” Smailov said.

During the meeting, the issue of adopting a set of measures to control inflation was considered.

A draft set of measures to control and reduce inflation for 2022-2024 has been developed, which consists of 5 areas, including 66 operational and medium-term measures. They provide for an increase in production volumes, storage, logistics of goods, transport, retail trade in goods, price control, antimonopoly and foreign trade regulation.

The Agency for Protection and Development of Competition concluded 5 acts to prevent violations of competition law, as well as to reduce the trade markup for socially significant foos products from 15 to 10% when sold in Atyrau, Karaganda and Kostanay regions.

The participants of the meeting also considered the issue of implementing additional projects in the western and southern regions of the country within the framework of the "Auyl - El Besigi" program. In accordance with the instructions of the Head of State, a list of 130 projects of education, culture and sports, and healthcare has been compiled within the framework of the program.

In general, by the end of 2022, the following will be built and modernized in the western regions: 8 medical facilities, 15 educational facilities, 14 sports facilities, and 15 culture facilities. In the southern regions: 26 medical, 23 education, 14 sports, 15 culture facilities will be built.

The implementation of these projects will ensure the quality of medical, educational, sports and other services for more than 500 thousand rural residents living in 112 rural settlements of the western and southern regions of the republic.
