1.7 billion tenge returned to budget — Azamat Akhmetov on results of 2018 state audit

Chairman of the Internal State Audit Committee of the Ministry of Finance Azamat Akhmetov spoke about the work carried out to improve the effectiveness of state audit as part of the implementation of the Nation’s Plan “100 Concrete Steps” to implement the five institutional reforms of the President in an exclusive interview with primeminister.kz.

According to Akhmetov, Kazakhstan has developed a list of objects of state audit in order to prevent unlimited audits. All audits are based on a risk management system and are aimed at identifying not only violations, but also their causes.

“With the introduction of the audit compared to 2015, scheduled inspections have decreased several times — 10 in particular. At the same time, the accuracy of inspections has a significant effect: the proportion of violations detected has increased almost 1.5 times. If you look at the performance, then in 2015 it was 30%, and in 2018 this figure rose to 42%,” Akhmetov said.

As the chairman noted, in most countries the state auditor does not only have a controller, but also a consultant is an active participant in the process of improving the management of budgetary resources.

“If the auditor had a question to identify and punish the objects of the audit, then the state auditor had to analyze, assess the situation and find the cause of these violations in order to give the facility manager effective recommendations for effective improvement of budget funds management,” Akhmetov said.

Thus, in the past year, the measures taken eliminated violations for 185 billion tenge from the total amount to be eliminated at 193 billion tenge. In particular, 1.7 billion tenge was reimbursed to the budget, which is 15% more than in the previous period. Accounting errors were eliminated for 88 billion tenge. Budget allocations have been withdrawn by 50 billion tenge and work items have been added by 19 billion tenge.

Moreover, 2.5 thousand recommendations were made to eliminate the causes of the revealed violations and to increase the efficiency of the audit activity. Regarding liability, over the past year, about 2.6 thousand officials were brought to disciplinary responsibility, and almost a thousand officials were administratively liable for a total of 130 million tenge.

About 700 materials were transferred to law enforcement agencies to make procedural violations.

Recall that in order to create an integrated state audit system based on international best practices in 2013, by a Decree of the Head of State, a concept was developed and approved for the implementation of a public audit taking into account the international standard. In order to implement this concept, in 2015, the Law “On State Audit and Financial Control” was adopted.
