In Kazakhstan, more than 720,000 citizens to receive free vocational education until 2021

At the meeting of the Government of the Republic of Kazakhstan chaired by the Prime Minister Bakytzhan Sagintayev, the implementation of the project "Free Vocational and Technical Education for All" was reviewed. The report on the work was made by the Minister of Education and Science, Yerlan Sagadiyev and the Minister of Labor and Social Protection of the Population, Tamara Duissenova.

The project "Free Vocational and Technical Education for All" was launched in 2017. A total of 817 colleges function, of which 473 are state-owned, 344 are private. Also, within the framework of the State Program for the Development of Education and Science for 2016-2019, the construction of four colleges for 2900 places, construction and reconstruction of three hostels for 520 places is planned at the expense of local budgets.

In total, according to the state education order, 100,815 people were admitted to the educational institutions of the TVE. In comparison with the last academic year, the volume of the state educational order for the training of personnel from TVE has been increased by 24,800 seats.

Within the framework of the Program, short-term courses are taught. For 2017, the education of 71 thousand people is planned. To date, 61 thousand people have been sent for short-term training.

In the current year, changes were made in the content of education. To this end, 130 model curricula and programs have been revised, which enable graduates to obtain up to three work qualifications and the qualification of an "average specialist".

In the curricula, the educational process is optimized by eliminating duplicate subjects, reducing the terms of instruction, changing the content of programs to 50% at the request of employers. Up to the end of this year, 32 standard curricula and programs will be updated.

To date, 45 modular educational programs, developed on the basis of the best world practices, have been introduced into the educational process of 125 educational institutions of TVE. In the current year, taking into account the proposals of employers, the Classifier of occupations and specialties of technical and vocational education was revised.

In addition, modular programs have been developed to upgrade the qualifications of teachers in the TVE system. In 2017, under these programs, 5,200 people were trained, including 300 heads of colleges.

In general, until 2021, more than 720,000 citizens will receive free qualification of TVE.

According to the information of the Minister of Labor and Social Protection of Population, T. Duissenova, within the framework of the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021, the training of personnel with technical and vocational education and short-term vocational training are envisaged at the expense of the republican budget. Participants in the Program are provided with a scholarship, one-time hot meals, and transport.

In regions, in 402 colleges, over 60,000 people are covered by short-term training. For today, more than 21,000 people have received training. In addition, since August, more than three thousand people have studied at the training centers of employers.

Mobile training centers are acquired in a number of areas. They covered fifteen hundred people in five pilot regions. According to the Bastau-Business project, more than 15,000 people are enrolled in training. In the current year, with a plan of 26 thousand, 61 thousand people were actually trained on short-term courses.

"In general, by 2021, 500 thousand people are to be trained according to the program," T. Duissenova noted.

The reports of akims of Zhambyl region, K.Kokrekbayev, East Kazakhstan region, D.Akhmetov, Kostanai region, A.Mukhambetov were also heard on this issue.

Based on the results of the issue consideration, Bakytzhan Sagintayev pointed out that the main issue in the implementation of the free TVE project is the provision of work. The second is an increase in the amount of allocated loans. The control over the project implementation is entrusted to Deputy Prime Minister, Erbolat Dossaev.
