Minister of Industry and Infrastructure Development Roman Sklyar told about the conditions to get housing for needy large families at a press conference in the Government.

According to him, as part of the budget refinement for 2019, for the implementation of the Head of State’s instructions given at the XVIII Congress of the Nur Otan Party, 50 billion tenge will be allocated for the construction and purchase of rental housing for large families. In general, this event for 7 years provided 350 billion tenge. This will provide 6 thousand apartments to large families annually. This is more than 40 thousand apartments over 7 years.

“Provision of housing to needy families with many children in the country’s regions will start from May 1. Six thousand apartments will be built and delivered to large families in 2019 and in the next 7 years about 40 thousand apartments will be given,” said Sklyar.

As the minister stressed, the program is new and tomorrow it will be considered in the Mazhilis of the Parliament of Kazakhstan. It is planned to approve the budget in April and in May about 1–1.5 thousand apartments will already begin to distribute to families in need.

“We have 25 billion tenge provided for the purchase of finished housing and 25 billion for the construction and receipt of only primary housing. In Astana, 5.1 billion tenge was allocated for this,” the minister informed.

At the same time, Sklyar stressed that a new mechanism is being introduced to support citizens in need of housing.

“Certificates are a new mechanism that will be a maximum of 1 million tenge and will be issued from the local budgets. The needy categories are public sector employees, civil servants and those who need support,” he said.

According to the ministry, in the republic as a whole, there are about 280 thousand people in the housing queue, belonging to socially vulnerable groups of the population, of which 61 thousand are orphans, 104.2 thousand are incomplete and 28.1 thousand are large families.

In addition, to implement the instructions of the Head of State, the data at the opening of the Year of Youth, the construction of at least a thousand rental apartments for working youth in the cities of Astana, Almaty and Shymkent provided for 7.29 billion tenge for 2019.

“Apartments will have an area of ​​40 m². I think it is very good for a start. In Astana and Almaty it is planned to build 350 apartments and in Shymkent — 300,” the minister noted.

In turn, the Deputy Chairman of the Committee for Construction, Housing and Communal Services Bakytzhan Kachakov informed that in general it is planned to build 13.1 million m² of housing or 118 thousand houses from all funding sources (state budget, private investments, etc.).
