Government considers problematic issues of Kazakhstani business

First Deputy Prime Minister of the Republic of Kazakhstan Alikhan Smailov chairs a meeting where the next block of problematic issues of Kazakhstani business were considered.

In particular, the Atameken National Chamber of Entrepreneurs discussed the issue of the shortage of urban public transport drivers and the need to ease the requirements for drivers applying for category “D” driving licenses. Following the meeting, the Ministry of Internal Affairs, together with the Ministry of Industry and Infrastructure Development, was instructed to make proposals on resolving this issue within a week.

The question was also raised on the illegal participation of companies of the quasi-public sector in entrepreneurial activities, in particular, the Kazakhstan center for the modernization and development of housing and communal services.

On the order of Alikhan Smailov, the relevant state bodies will analyze the activities of JSC Kazakhstan Center for Modernization and Development of Housing and Communal Services, its compliance with the List of activities carried out by quasi-state enterprises, with the necessary amendments to the regulatory legal acts.

Following the discussion, Smailov was instructed to make changes to the State Classifier of the Republic of Kazakhstan "Classifier of fixed assets of the Civil Code of the Republic of Kazakhstan 12-2009" by the end of 2021, with its updating and bringing it into line with international classifiers.

The issue of reducing passenger traffic at bus stations due to the development of illegal carriage has also become a subject of discussion. Thus, due to the lack of control over illegal transportation, conscientious market participants are deprived of income that could be invested in the development of transportation and renewal of rolling stock. This negatively affects the level of services provided by bus stations and bus stations in all regions of Kazakhstan.

To solve this problem, the meeting made a decision to strengthen control over the implementation of illegal passenger transportation using information systems. It is also planned to streamline control over the activities of Internet aggregators (applications), to establish a ban on the transfer of orders for vehicles registered on the territory of a foreign state.
