Draft Concepts for Youth Policy and Education Development considered in Government

The draft Concepts for Youth Policy and Pre-school, Secondary, Technical and Vocational Education were considered at the meeting chaired by Prime Minister Alikhan Smailov.

Minister of Information and Public Development Darkhan Kydyrali informed that the draft Concept of youth policy includes 6 directions, 10 target indicators and 72 measures. One of the main innovations is the introduction of the Youth Development Index, which will help assess the effectiveness of akimats in working with youth and solving their problems.

"By 2029 we're aiming to raise the level of youth awareness about state support measures to 90% and the level of involvement in volunteer, charity and environmental initiatives to 32%," Kydyraly said. 

The draft Concept also stipulates increasing the proportion of young entrepreneurs to 30%, increasing the number of young people who found jobs among those who applied to the employment centres to 61%.

By 2029 it is planned to employ 2.3 million young people, of which 1 million will be rural residents. At the same time, 1,5 million young Kazakhs living in rural areas will be taught digital literacy.

Presenting the draft Concept of Development of Pre-School, Secondary, Technical and Vocational Education for 2023-2029, Education Minister Gani Beisembayev said that its implementation will ensure access to quality pre-school education for children from 2 to 6 years and improve the quality of school education.

Measures will be taken to create a comfortable and safe education environment by eliminating three-shift and emergency schools and the deficit of places for pupils. A total of 1.5 million new pupil places will be created to address this issue. Schools are expected to be fully equipped with safety systems. By 2026, 5,000 schools in villages, small towns and district centres will be modernized.

Considerable attention is paid to creating the conditions for the development of creative, intellectual and physically developed individuals, and to ensuring quality health-improvement and recreation for children.

In the system of technical and vocational education there is a focus on providing Kazakhstan's youth with free college education in sought-after professions.
