Government approves approaches to implementing the project “Aul – El Besigi”

At the meeting of the Government chaired by the Prime Minister Askar Mamin, approaches to implementation the project “Aul – El Besigi” were approved.

In the Address “Growing Welfare of Kazakh Citizens: Increasing Income and Quality of Life,” Elbasy set the task of modernizing the social infrastructure of villages through the project “Aul – El Besigi.”

Deputy Prime Minister Zhenis Kassymbek reported on the work carried out to identify promising villages. The project is aimed at improving the quality of life in the countryside, modernizing the social environment of rural areas, and bringing them to regional standards.

For 2019, akims of the regions selected 52 rural settlements from among the district centers, where it is planned to implement 454 events. Akims of the Almaty region Amandyk Batalov and Kostanay region — Archimed Mukhambetov reported on the prospects of the selected villages, criteria and plans for the implementation of projects, where high rates of co-financing of projects from the local budget were recorded. Secretary of the Nur Otan Party Farkhad Kuanganov and Minister of Labor and Social Protection of the Population Berdibek Saparbayev made proposals on the further implementation of the project.

Having heard the reports, Head of the Government Askar Mamin noted that until 2025, Aul – El Besigi will cover 80% of all rural residents, or about 2 thousand settlements with a total coverage of 6.1 million people. For the modernization of rural settlements, regional standards providing social and engineering infrastructure have been developed.

“Managed urbanization will allow modernizing villages and improving the quality of life of the population,” said Askar Mamin and instructed to ensure the effective implementation of the approved approaches to the project, to work out regulations to ensure timely financing of the project.

Akimats need to consider the options for increasing the co-financing of the project from the local budget to 20%, within the framework of the social responsibility of business, to work with large enterprises to raise funds for upgrading rural infrastructure, as well as to work with philanthropists in improving their native villages.

In addition, each region is entrusted with the development of a Roadmap with timelines for implementation and specific responsible persons.

“By September 2019, it is necessary to complete the repair of social infrastructure — schools, kindergartens, medical institutions and repair of roads inside settlements,” said Askar Mamin.
